presidium of Detroit's Mizrachi
and Hapoel Mizrachi organiza-
tions. The importance of the
Congress, in Dr. Last's opinion,
"boils down to how money is
allocated for religious institu-
tions in Israel. Reform and Con-
servative have been taking a lot
of money away from (Orthodox)
institutions."
Reform and Conservative
Zionists contend that their in-
stitutions are not receiving
enough support. "We seek fair
treatment for non-Orthodox
Jews and institutions (in Israel)
and a fair share of funds
disbursed by the government
and the Jewish Agency," Rabbi
Lane Steinger of Temple
Emanu-El explained. Rabbi
Steinger is one of four area
residents on the Association of
Reform Zionists of America's
slate for the upcoming election.
Like Hadassah, ARZA
defines itself as apolitical. AR-
ZA also favors the separation of
religion and state in Israel. For

this reason, "ARZA has tried to
avoid the political route of
creating another party," he
explained.
Again, like Hadassah, ARZA
seems to be calling politics by
another name. If the organiza-
tion's primary objective is pro-
moting religious pluralism in
Israel in general, and the
Reform movement in Israel in
particular, why not merge AR-
ZA with the Israeli party most
of its Israeli constituents would
support? "Basically because I
accept the principle of separa-
tion," Rabbi Steinger answered.
"That is a sound idea by which
to function?'
When the State of Israel was
created, the quasi-
governmental World Zionist
Organization became largely
obsolete. Despite this, it re-
mains the only avenue for
Disapora Jewry to express itself
as a national constituency. The
World Zionist movement is
endeavoring to include more
and more Jews in its ranks and
to further democratize itself.

he long-standing
policy of the
United Jewish Appeal
and Jewish National Fund
not to fund Jewish - projects
beyond the pre-1967 borders
borders in Israel is being
challenged by several Ameri-
can Jewish organizations.
The reason that had been
cited for not funding projects
in areas beyond the pre-Six
Day War borders of the
Jewish state was that such
funding in Judea and
Samaria (the West Bank)
would endanger th UJA's and
JNF's tax-exempt status with
the Internal Revenue Service.
But a memo from Sen. Pat-
rick Moynihan's office indi-
cates that this is not so, and
that the organizations are
free to determine where the
funds will go.
The Zionist Organization of
America, the National Coun-
cil of Young Israel, Herut
Zionists and the Union of Or-
thodox Jewish Congregations
are considering adopting
resolutions requiring the
UJA and JNF to financially
support Jewish projects be-
yond the so-called "green
line" — in the Old City of
Jerusalem, Judea and
Samaria and the Gaza Strip.
A spokesman for Herut
charged UJA with "using the
I.R.S. as a fig leaf to hide
their true intentions, and we
question political motivation

behind policies that profess to
benefit all the Jewish
people."
The resolutions would sup-
port the "process of land re-
clamation, the restoration of
ancient Jewish cities and the
renewal of honorable Jewish

life."
Mrs. Arthur Marcus of
New York has spearheaded
the effort, garnering organ-
izational support along the
way. Mrs. Marcus told The
Jewish News that she wants
American Jews to know that
"an economic boycott of
Judea and Samaria" has been
the policy of the UJA and
JNF. She says she is apoliti-
cal and that she simply found
it "inexplicable that Jews re-
building Jewish homes in the
Old City of Jerusalem and
Hebron and restoring Jewish
cultural life throughout the
land of our Biblical heritage
should be denied UJA funds."
Mrs. Marcus also said that
the JNF chose to .turn down
her donation of $10,000 ear-
marked for a restoration
project in. Shilo, the ancient
Jewish capital, because it is
beyond the 1967 borders. She
said the organization runs
ads proclaiming, "U.S. JNF
Projects Cover The Map of Is-
rael," showing the entire map
of Israel, when in fact such
projects do not extend beyond
pre-1967 borders.
"It's deliberately mislead-
ing," said Mrs. Marcus.
