such is their anathema to any
form of socialism that they have
made common cause with the
populist Herut for 22 years.
The ZOA reflects this situa-
tion. "We believe that Jews
should have the right to settle
anywhere in the land of Israel,"
Leikin explained. "Not that we
support all settlements, not at
this point in this place. We are
not Gush Emunim." Still
Leikin doubted that the ZOA
will vote very often with Labor
at the Congress. "We are not
socialists!'
Unaffiliated groups like
Hadassah would like the World
Zionist Congress to stop being
a game of "political football,"
according to Detroiter Annette
Meskin, a national vice presi-
dent of Hadassah, which is go-
ing- into the elections on a joint
ticket with B'nai Zion and the
American Jewijsh League for
Israel, two other independent
groupings. Hadassah's 385,000
members worldwide give the
organization "a big swing vote"
at Zionist congresses.
"(Political groups) have to
gain from us, but we have
nothing to gain from them,"
Meskin asserted. "We run our
own hospital, our own educa-
tion system, without govern-
ment control. The political
system is more than willing to
accept it the way it is:'
There are contradictions in-
herent in Hadassah's
"apolitical" stance. The
organization's policy is to sup-
port whichever party is in
power in Israel. But it main-
tains the right, "when it comes
down to voting for the heads of
(WZO) depeitments, (to) vote for
the best person, not by party,"
Meskin said. She cited
Hadassah's support at the last
Congress for Leon Dulzin as
WZO chairman as an example
of Hadassah's independence.
Dulzin, it should be noted, is a
member of the Likud's Liberal
Party constituency, albeit from
a wing of the party that has
largely been pushed from power
over the last ten years.
Hadassah also stands for
religious pluralism, not a plank _
in every Zionist party's plat-
form. Could Hadassah support
the "best candidate for the job,"
even if he was from a religious
party that does not support
political pluralism?
As Hadassah supports the
party in power, with the current
National Unity Coalition, "it is
an interesting circumstance to
see what the Hadassah ladies
will do," said one observer.
Religious groupings will also
vie for seats at the Congress.
The Mizrachi movement of Or-
thodox Zionists is a long-time
Congress participant. The
various "National Religious"
groups see religion and politics
as inseparable. "There is not
another organization around
that is firmly committed to
