Jerusalem (JTA) — Presi-
dent Chaim Herzog came
under fire from both the
Israeli left and right last Sun-
day after commuting the life
sentences of three members of
a Jewish underground to a
maximum of 24 years in
prison.
Haim Kaufman, chairman
of the Likud Knesset faction,
said that while he welcomed
the President's move, the
three should be pardoned im-
mediately. The Citizens
Rights Movement (CRM), at
the opposite side of the
political spectrum, said it
would fight against pardons
for members of the under-
ground by every legal, parlia-
mentary and public means.
The three prisoners, Mena-
hem Livni, Shaul Nir and Uzi
Sharabaf, were sentenced to
life terms for the machinegun
attack on the Islamic College
in Hebron seven years ago in
which three students were
killed.

Kosher for Passover in specially marked packages

Tel Aviv (JTA) — Israeli
officials and Kremlin-
watchers reacted cautiously
to reports that the Soviet
Union may be prepared to
permit the emigration of
some 12,000 Jews over the
next nine to 12 months and
that they will be able to fly
from Moscow to Tel Aviv, via
Rumania, bypassing the tra-
ditional transit point in Vie-
nna.
Sources at Israel's prime
minister's office insisted
Tuesday that nothing had
been finalized and observed
that the number of visas al-
legedly promised by the
Soviet authorities was tiny
compared to the 400,000 Jews
who are reported to be seek-
ing emigration.
The Reagan Administra-
tion had no comment Tues-
day but department deputy
spokesman Phyllis Oakley
made clear that the United
States was against any policy
forcing Soviet Jewish emi-
grants to go to Israel. "It is
long-standing United States
policy that Soviet Jews
should be able to immigrate
to the country of their
choice," Oakley said. "That
remains our position."
Lynn Singer, executive di-
rector of the Long Island
Committee for Soviet Jewry,
charged that the new transit
procedure for Soviet Jews is
in violation of the Helsinki
Accords.
