Parents have long under-
stood that children must be
I J punished for wrongdoings.
Lack of certainty of punish-
ment in the criminal justice
system has contributed to in-
creases in crime. While inter-
national political behavior in-
volves more complex issues,
the principles are no different
in world diplomacy and poli-
tics.
The question is whether it is
too late to change the present
political environment which is
so concilliatory to terrorists. It
will take some dramatic and
very decisive action, which
leaves no doubt that terrorism
will be dealt with firmly and
swiftly, to change the present
climate.
The action must indicate
very clearly that those who
engage in sabotage and the kil-
ling of innocent people and
those who support terrorists
will pay a heavy price.
Unfortunately, the concept
of "punishment" is not even a
matter of discussion anymore.
President Reagan has been
weakened by the Iran-contra
controversy. Margaret
Thatcher, the Iron Lady, is
either tired or does not intend
to go-it-alone. Europe has al-
ways been weak and spineless
in the face of terrorism.
All of which means that the
world can expect more ter-
rorism. The only difference
will be such acts will no longer
command the kind of news
coverage and public outrage as
they did when they were
"novel."

O'Connor
Sees Progress

Jerusalem (JTA) — John
Cardinal O'Connor, the Roman
Catholic Archbishop of New
York, said over the weekend
that his recent visit to Israel
would bring about changes in
relations between Israel and
the Vatican. But he cautioned
that they would be slow in com-
ing.

In a Voice of Israel radio
interview from New York,
O'Connor said the Vatican was
N moving in the right direction
with respect to Israel but noted
that changes in Vatican policy
were historically very slow.
O'Connor's five-day visit
here earlier this month was
fraught with controversy and
embarrassment because the
Vatican, which has no dip-
lomatic relations with Israel,
does not recognize the status of
Jerusalem as its capital. As a
result, O'Connor was forced to
cancel meetings he had
scheduled with Israeli leaders
at their Jerusalem offices.
He did, however, meet with
President Chaim Herzog and
Vice Premier and Foreign
Minister Shimon Peres at their
respective residences.
