Sisco, who is still very

more hardline Israeli policy is
not as great today as it was
some 18 months ago. The
mood in Israel has changed
• from "the heyday of the
• Lebanon operation and the
peak of the Begin-Sharon
leadership."
_ Peres, he noted, has won
"great kudos" for the way he
conducted himself as Prime
Minister. Under Shamir, the
U.S. is ready for "a somewhat
changed environment" but
there is "also a feeling that
• the major decisions will have
' - to be taken by the inner
Cabinet and the coalition."

strongly encouraging Israel
to engage in these discus-
sions. That might cause a
political crisis within Israel,
and it might very well be."
But Sisco said that he has
always felt that if Hussein did
indeed step forward with a
sincere offer, Israel, under any
government, would eventual-
ly have to hold a full-scale
referendum "in order to make
a decision."
Like other Americans,
Sisco is very worried about
the domestic economic situa-
tion in Egypt. "Egypt," he
said, "requires a fundamental
restructuring economically."
• But President Hosni Mu-
• barak "does not feel he is able
to do this politically, and the
• likelihood that he will do this
is not very great."
As a result, Sisco said, "the
on-going burden on the U.S. is
going to be very considerable
indeed." Sisco was sym-
pathetic to Mubarak's dif-
ficulties. "He looks on the
Sadat example of tinkering
with the subsidies and he sees
and fears what this might
mean by way of social in-
' stabilities in that country" he
said. "So that Egypt is in a
; catch-22 situation, and in the
long run, this is a matter
which is potentially serious
for the U.S. as well as Israel."
