Like other Americans, Sisco is very worried about the domestic economic situa- tion in Egypt. "Egypt," he said, "requires a fundamental restructuring economically." • But President Hosni Mu- • barak "does not feel he is able to do this politically, and the • likelihood that he will do this is not very great." As a result, Sisco said, "the on-going burden on the U.S. is going to be very considerable indeed." Sisco was sym- pathetic to Mubarak's dif- ficulties. "He looks on the Sadat example of tinkering with the subsidies and he sees and fears what this might mean by way of social in- ' stabilities in that country" he said.
