Schwartz earned a Juris Doc-
tor degree at Georgetown Uni-
versity Law Center in Washing-
ton, D.C.; LL.M. Master of Laws
degree at Georgetown; attended
the program of instruction for
lawyers at Harvard Law School,
earned a B.A. degree at the
University of Michigan in
Washington, D.C.
He was admitted to practice
in the State of Michigan in 1961
and in New York in 1959 and
before the Michigan Supreme
Court, U.S. Supreme Court, U.S.
Court of Appeals (Second and
Sixth Circuits), U.S. District
Court for the Southern and
Eastern Districts of New York,
U.S. District Court for the East-
ern District of Michigan, South-
ern Division; and Customs
Court.
He was appointed by Michi-
gan Attorney General Frank
Kelley as a public adminis-
trator. Schwartz also was an at-
torney with the U.S.. Depart-
ment of Agriculture, special
assistant attorney general for
the State of Michigan, munici-
pal attorney for the Township of
