Taba Talks
Near Conclusion

Jerusalem (JTA) — The pre-
sent stage of the talks with
Egypt will be concluded by the
end of this month, but the
Cabinet will probably have to be
reconvened to make political
decisions. This emerged from
the sixth round of talks between
the Israeli and Egyptian delega-
tion which concluded last week
in Herzlia.
Although some progress was
made in the talks, there were
still differences regarding the
wording of the arbitration docu-
ment which should be the guide
to the work of the international
arbitration committee on the
Taba dispute.
Dr. Nabil Al Arabi, head of
the Egyptian delegation, shared
the view that some progress was
made, but he stressed that the
main problems were still un-
resolved.
In the recent talks, the Israeli
delegation informed the Egyp-
tians of Israel's approval of ex-
panding the Coptic College in
Jerusalem, and the decision to
hand the long term dispute be-
tween the Egyptian and Ethio-
pian churches over the Deir
Sultan monastery in East Jeru-
salem 'to a' ministerial
committee.

South Africa,
Arabs Team Up

New York — Economic and
military ties between South Af-
rica and the Arab states far out-
weigh those between Israel and
South Africa, concludes Arye
Oded, lecturer in Middle East and
African History at Tel Aviv Uni-
versity.
In his report, entitled Oil, Guns
and Gold – The Arab-South Afri-
can Connection, Oded points out
that:
• Jordan has repeatedly been
condemned for selling heavy
weapons, including tanks and
surface to air missiles; tb South
Africa;
• South Africa has agreed to
supply arms, military training
and financial aid to Somalia, a
member of the Arab League;
• South African military advis-
ers have been training Moroccan
army units;
• Saudi Arabia's purchases of
South African gold exceeded that
of any other country in 1978, with
more than one-third of Pretoria's
gold output sold to the Saudis and
the United Arab Emirates;
• Saudi Arabia has recruited
skilled technical workers,
engineers and medical personnel
in South Africa.
According to Oded, as part of
theii effort to gain the support of
African states for their -Middle
East policies, the Arab states pub-
licly proclaim their solidarity
with Black Africans against
South. Africa's apartheid regime.
Arab leaders, he says, frequently
declare that South Africa is the
common enemy of both Black Af-
ricans and Arabs, and press the
Africans to reciprocate by con-
demning Israel.
