In early 1981, the Bonds organ-
ization eagerly gave its consent to
make the "Canal" into the cen-
terpiece of its fundraising cam-
paign for Israel's economic de-
velopment projects, and agreed to
raise $100m. in "seed-money" to
finance the stage of feasibility
studies for the MDP. This goal
was reached in about two years.
The new species of philan-
thropist created in this effort, the
Canal Founder, departed from the
standard Bonds practice of put-
ting all funds raised at the dis-
posal of the Treasury for whatever
projects the government decides
on. Not only was a specific project
targeted in this case, but Canal
Founders were promised that if
and when the MDP would be im-
plemented, they would have the
option of converting their ear-
marked bonds into equity shares
in the project.
The Comptroller'§ report notes
that the Treasury, which super-
vises the Bonds organization,
tried to avoid creating the impres-
