This break with the Treasury had
its fallout over the next few
months, with Treasury officials
boycotting internal discussions of
the report and publicly attacking
its reliability.
This substantive dispute of con-
siderable importance was inten-
sified by the bitter personal
squabbles between Moda'i and
then Finance Minister Yoram
Aridor over the latter's economic
policies. When Aridor tried to
starve the MDP of funds in order
to .prevent it from moving into the
phase of advanced planning,
Moda'i accused him of wasting the
money raised for the project by Is-
rael Bonds on a consumer buying
spree.
The Comptroller also faulted
the company for failing to take
into account the compensation
costs that would have to be paid to
. the Dead Sea potash and
mineral-extraction works of Is-
rael and Jordan in its calculations
for the interim report. Thesetosts
were mentioned in a secret ap-
pendix but not included in the
main body of the report, where
they would have virtually wiped
out the profit that the company
and the ministry were so eager to
show. It was recognized by all con-
cerned that the two firms would
have to be compensated for ex-
penses necessitated by the raising
of the level of the Dead Sea and
the dilution of its waters.
Summing up the critical
months immediately following
the release of the interim report,
the Comptroller noted that the
company and the ministry ig-
nored dissenting voices in the
government concerning the eco-
nomic viability of the MDP and
tended to rely mainly on the opin-
ions of those already known as
supporters of the project.
This wariness of dissent from
the illusory profit projections was
also apparently responsible for
the company's reluctance to share
the figures on which its calcula-
tions were based with indepen-
dent academic researchers and
even with the Israel Electric Cor-
poration, whose planning for the
country's future grid would obvi-
ously be affected by the MDP.
Not far from the partially-
completed tunnel dug for the out-
let of the MDP power plant, there
stands a black marble slab, oddly
resembling a tombstone. Three
years ago, just after the projected
profit for the MDP was announced
with great fanfare, the names of
hundreds of "Canal Founders" —
those who had purchased at least
$100,000 worth of Israel Bonds for
