Jerusalem (JTA) 7-- The Justice
Ministry has denied a report in
Yediot Achronot that most of the
convicted members of the Jewish
terrorist underground will be
granted amnesty next Indepen-
dence Day. The office of President
Chaim Herzog also said there was
no truth to the report.
According to Yediot Achronot,
amnesty will be extended to all of
those now serving sentences for
crimes of violence against West
Bank Arabs, except the three con-
victed of murdering Palestinian
students in an attack on the Is-
lamic College in Hebron and
another prisoner who refused to
express remorse.
The Justice Ministry stressed,
however, that there could be no
decision in principle with respect
to amnesty because the Supreme
Court is still reviewing the cases
of five prisoners who have ap-
pealed for reduced sentences.
Sources at Herzog's office stressed
that the President's policy has
been and still is . to consider each
case individually on its merits.
Herzog reduced the sentences of
two prisoners a month ago.

Levi Test
Flights Slated

Tel Aviv (JTA) — The Lavi, Is
rael's second generation fighter
plane, will make its first test
flight in nine-months, but its fu-
ture is clouded. The problems are
budgetary rather than technical,
Maj. Gen. (res) David Ivry, head of
Israel Aircraft Industries (IAI),
manufacturer of the supersonic
jet told Israel Radio.
He said the first prototype Lavi
will be flown next September and
the second in December. But a de-
cision has yet to be made as to its
economic feasibility. According to
some sources, the Levi, which is to
replace Israel's first generation
home-built fighter, the Kfir, will
be worth producing only if the Air
Force guarantees to purchase at
least 300 of the aircraft.
Anything less than that
number would make the cost
per-plane prohibitive and Israel
would save money buying its next
generation fighter from the U.S.,
these sources say. But the defense
establishment, which originally
contemplated ordering 300 Lavis,
now fears that budget cuts will
make so large an order impossi-
ble.
