Jerusalem (JTA) — A 16-day
strike by Israel's 50 Arab
municipalities ended last Wed-
nesday after Premier Shimon
Peres promised to allocate $4
million in emergency. aid to
their townships..
The pledged aid, which
amounts to less than half the
combined deficit of $8.5 million
claimed by the municipalities, is
subject to Cabinet approval.
The mayors appeared satisfied
when they emerged from the
meeting with Peres. They said
the premier recognized that
Arab towns receive much smal-
Jer allocations of state funds
than Jewish municipalities and
that this inequity should be cor-
rected. The meeting was also at-
tended by Interior Minister Yit-
zhak Peretz and Ezer Weizman,
Minister-Without-Portfolio.
It was also decided at the
meeting to establish a govern-
ment committee to deal with the
problem of illegal building in
Arab areas of Israel. Peres
promised that until the commit-
tee presents its recommenda-
tions there will be no demoli-
tions of illegally built houses.

Jerusalem (JTA) — An Israeli
journalist who travelled to
Amman last March to cover the
meeting of the Palestine Na-
tional Council for Yediot Ac-
hronot has been convicted of vio-
lating laws prohibiting Israelis
from travelling to countries at
war with Israel.
Amnon Kapeliuk; who holds
dual citizenship as an Israeli
and French national, used his
French passport to travel to
Amman. He pleaded guilty to
the charges in a plea bargain
arrangement with the court. He
faces a maximum penalty of a
year in prison although his
lawyers said they will request a
fine be imposed rather than a
prison sentence.

King Holiday

New York— The National
Conference of Christians and
Jews is playing a major role in
organizing local and state ob-
servances of the first federal
holiday of the birthday of Mar-
tin Luther King, Jr. on Jan. 20.
Jacqueline G. Wexlef, presi-
dent of the NCCJ, said, "We are
particularly active in the inland
cities where there are relatively
few human relations and civil
rights-groups." "Some of our of-
fices have been working for
more than a year on King Day
activities."
The NCCJ has planned week-
long King celebrations in Des
Moines, Dayton, Pittsburgh,
Fort Worth, Lexington (Ky.),
Kansas City and Reno.
