(4) The degree of intimacy and
cordiality between the Washing-
ton and Jerusalem governments
is at an all-time high.
Relatively few delegates were
on hand for the final G.A. ses-
sion Sunday morning, many
having headed for the airport
and home, but those who re-
mained were in a feisty mood,
arguing over the wording of a
resolution — one of 11 in all —
calling for an end to apartheid
in South Africa.
In a summary of the General
Assembly, Dr. Joh Woocher of
Brandeis University noted that
we have come of age, but we
must not confuse affirmation
with self-congratulation. The
question for our future is not
only how big but how good can
we become. The challenge: can
we build a genuine Jewish cul-
ture in North America?"
Woocher said that we "are
reaching adulthood as a com-
munity" and that "every dimen-
sion of what we do" must be in-
fused with Jewish values.
In closing the Assembly,
president Shoshana Cardin
posed the question for the fu-
ture: "Can we take this matur-
ity," she asked, "to the next
level?"

The recession touched profes-
sionals who were never affected
before, and increased the Jewish
Vocational Service caseload 60
percent. Detroit, he said, is one
of the few Jewish communities
in the country which budgets di-
rect assistance for the Jewish
poor. The community also
sought help from the United
Foundation and U.S. govern-
ment sources.

agencies continue to aggres-
sively seek government funds.
The long-range implications, he
said, are for Jewish com-
munities to aid persons in need,
such as the isolated or frail el-
derly, and not just the Jewish
poor.
At Thursday's plenary session,
Detroiter Max Fisher described
Operation Independence, which
is aimed at making Israel eco-
nomically self-sufficient. Fisher
told the 3,300 delegates in the
Washington Hilton's Grand Bal-
lroom that the objective is "eco-
nomic independence by Israel's
50th anniversary" through in-
ceased exports, decreased im-
ports, more tourism and the sale
of Israeli government-owned
companies to the private sector.
Dr. Giles spoke at several ses-
sions on Friday dealing with the
Detoit community's handling of

its elderly. Chairman of CJF's
Community Planning Commit-
tee and of Detroit's Task Force
on the Non-Institutionalized El-
derly, Dr. Giles told a morning
session about the new Fleis-
chman Residence, Hechtman
Federation Apartments and
Blumberg Plaza at the Jewish
Community Campus in West
Bloomfield.
He later discussed the coordi-
nation brought about by the
task force, creating new services
for Detroit's Jewish elderly
through the Home for the Aged,
Federation Apartments, Jewish
Vocational Service, Jewish
Fammily Service, Jewish Corn-
munity Center, Fresh Air
Society and Sinai Hospital.
"The ego of each of these
agencies," Dr. Giles said, "is
surpassed only by their excel-
lent delivery of services in a
cost-effective manner." The
seven agencies serve the 13,000
elderly among Detroit's 70,000
Jews.
The task force worked for 24
months to gather information
and hear presentations from
each agency on proposals to help
the frail-but-well elderly. They
also heard outside consultants
and used a University of Michi-
gan study.
The study facilitated changes
at each of the agencies, with
closer coordination and coopera-
tion. One of the most visible re-
sults was increased programm-
ing for seniors at the Jimmy
Prentis Morris Branch of the
Jewish Community Center.
James August chaired a ses-
sion on the Jewish poor, and
also spoke at a program on capi-
tal assets management. Other
Detroiters scheduled at various
sessions included Marlene Bor-
man and Sharon Hart, Cam-
paign planning at a Women's
Division idea exchange; Lawr-
ence Jackier, United Jewish
Appeal missions; Linda Lee,
chairman of seminars for large
city leadership development;
Jane Sherman, Project Renewal;
and Robert Naftaly, chairman of
the Large Cities Budgeting Con-
ference.
Jewish Welfare Federation
staff attending the sessions in-
cluded Mr. and Mrs. Harold Be-
rke, Michael Berke, Mr. and
Mrs. George Cohen, Wayne
Feinstein, Mr. and Mrs. Allan
Gelfond, Michelle Passon,
George Zeltzer and Larry Ziffer.
Other Detroiters included Sally
Krugel, Michael Brooks, Stanley
Frankel, Michael Perlmutter,
Mr. and Mrs. Norman Rosen-
feld, and Mr. and Mrs. Joel
Tauber.
Alvin Kushner of the Jewish
Community Council attended,
and JCCouncil past president
David Lebenbom was a Large
Cities Budgeting Conference
delegate. Mandell Berman is a
CJF vice president and chaired
long-range planning sessions.
Mark Schlussel attended with
his wife. He serves as president
of the Jewish Education Service
of North America. Rabbi and
Mrs. Morton Yolkut attended,
