Washington (JTA) - The Re-
agan Administration has sought
to reassure King Hussein of
Jordan that he will still receive
the Administration's proposed
arms package of advanced
planes and missiles.
State Department Deputy
spokesman Charles Redman
stressed Friday that President
Reagan had "not encouraged or
supported" the resolution
adopted by the Senate by a 97-1
vote last Thursday postponing
the sale until March 1 unless
Jordan begins peace negotia-
tions with Israel.
"It is the view of the
President that this resolution
clears the way for the proposed
advanced sale by March 1," Re-
dman said. "Clearly the Ad-
ministration would have pre-
ferred to proceed promptly with
the entire defense package for
Jordan which we believe is
eminantly justified on the
merits of the case.
"We are convinced the king's
commitment to peace is genuine
and solid and we look forward to
making material progress in the
weeks ahead."
The Senate resolution was
worked out by supporters and
opponents of the arms sale after
the Senate Republican leader-
ship saw the sale being rejected
by the Senate, where 74 Sena-
tors had endorsed an earlier
resolution opposing the sale.
Opponents of the sale stressed
that if direct negotiations have
not begun before March 1 they
will reintroduce the resolution
of disapproval.
Sen. Richard Lugar (R-Ind.),
chairman of the Senate Foreign
Relations Committee, said
Thursday's resolution would
prevent an unfortunate adverse
vote on the arms package while
sending a "signal" designed to
enhance the peace process.
Meanwhile, in the House last
week, a resolution to reject the
sale was introduced by Majority
Leader James Wright (D-Texas)
and Reps. Dante Fascell (D-
Fla.), William Broomfield (R-
Mich.) and Lawrence Smith
(D-Fla.). Some 275 Congressmen
signed the measure.
A spokesperson for Smith said
the House could now amend the
resolution to include the Senate
resolution.
The exact wording of the Se-
nate resolution said that "prior
to March 1, 1986, no letter of
offer shall be valid with respect
to any of the proposed sales to
Jordan of advanced weapons
systems, including advanced
aircraft and advanced air de-
fense systems, that are de-
scribed in the notification sub-
mitted to the Congress on Oct.
21, 1985, unless direct and
meaningful peace negotiations
between Israel and Jordan are
underway."
Sen. Edward Kennedy (D-
Mass.), who with Sen. John
Heinz (R-Pa.) sponsored the Se-
nate resolution, said that by
"delaying-and denying-the
sale for now, we offer a clear,
continuing and appropriate in-
centive to Jordan to make peace
with Israel. The last thing we
need is to provide a disincentive
to the peace process by giving
the King an opportunity to take
our weapons and run."
Kennedy stressed that if
negotiations do not begin by
March 1, "we stand ready in the
Senate to renew our opposition
to any policy and any sale that
would escalate the arms race,
not facilitate the peace process,
in the Middle East."
