anti-aircraft systems, cannot
defend Jordan against the
Syrian war machine as much
as they can not defend Hus-
sein against terrorist infilt-
ration and sabotage which
are more potent threats to
his throne.
In addition, such sophisti-
cated offensive weaponry
does not serve Jordan's de-
fensive needs because it does
not match Syrian strength,
To provide these arms,
therefore, rewards King
Hussein for an initiative that
does not represent forward
movement towards peace;
signals Hussein that he does
not have to take real steps
toward direct negotiations to
gain more arms from the
United States; and poses a
direct threat to Israel,
The F-20 is a top-line
sophisticated short range
fighter, They make it likely
that in any future Arab as-
sault on Israel, regardless of
whether Hussein wants to be
involved or not, there will be
tremendous pressure for him
to add these planes to the
fight,
These proposals force Is-
rael into a preemptive strike
strategy against the proposed
Hawk misfiles because it
could not afford to be vul-
nerable to anything that
could stifle its sir superior•
tty,
They also undercut Israel's
ability to face its adver,
