`Anti-Zionist'
Denied Entry

Washington (JTA) — A
spokesman for the State Depart-
ment has confirmed that the De-
partment refused to issue a visa to
Soviet General David Dragunsky,
who is the chairman of the notori-
ous Anti-Zionist Committee of the
Soviet public.
Dragunsky, who supports such
theories as Zionists, during World
War II, worked hand-in-hand
with the Nazis to kill Jews and
other innocent victims, was
scheduled to speak before a
luncheon of the Jewish Section of
the Communist Party, U.S.A. Ac-
cording to the State Department
spokesman, Dragunsky was de-
nied the visa only because he
applied too late. For Soviet offi-
cials of certain rank and status, he
said, they must apply for an entry
visa at least 30 days before the
date of arrival. The spokesman
said Dragunsky simply did not
comply with that time frame.
A representative of the Com-
munist party U.S.A.'s Jewish sec-
tion, when queried by a Jewish
Telegraphic Agency correspon-
dent about the visa denial, re-
sponded, "so?", and hung up the
telephone. A spokesman at the
Soviet press office in Washington
said that the denial of a visa to
Dragunsky is a "matter of pro-
found regret." He went on to say
that "such action deprives people
here of the possibility to get the
first hand views of Soviet Jews on
matters which are subject to a
major propaganda campaign in
the United States."

Senate Move

Washington — Last month's
decision by the Senate Foreign
Relations Committee to hold
hearings on United States Mid-
dle East policy in relation to
Judea and Samaria (the West
Bank) was hailed as a positive
development by Peter E.
Goldman, director of Americans
for a Safe Israel (AFSI).
The announcement was made
by Foreign Relations Committee
Chairman Sen. Richard Lugar
(R-Ind.), following the with-
drawal of a proposed amend-
ment to the foreign aid bill of-
fered by Sens. Jesse Helms (R-
N.C.) and Chic Hecht (R-Nev.).
The amendment would have
removed a restrictive clause
from the bill that 'forbids Israel
from spending American foreign
aid in Judea, Samaria, Gaza,
the Golan Heights or East
Jerusalem.
"Passage of the Helms-Hecht
amendment would have pro-
duced one of the most positive
changes in the history of Ameri-
can Middle East policy,"
Goldman said last week. "It
would have shifted the United
States' pro-Arab stance to neut-
rality on the issue of Judea and
Samaria."
Goldman, who acted as a con-
sultant for the drafting of the
amendment, said the current aid
bill, which only allows money to
go to the Palestinian Arabs in
Judea and Samaria, was "very
one-sided." .
