Tel Aviv (JTA) — On Monday,
the Israel Defense Force (IDF)
will have completed the first stage
of its withdrawal from south
Lebanon. It will be deployed on a
line along the Litani River, just
north of Tyre and a kilometer or so
from the Mediterranean coast,
stretching northeast to Jezzine
and then turning south toward
the southernmost boundary of the
Bekaa valley.
The timetable for the second
and third stages of the with-
drawal, aimed - at eventually re-
moving the IDF completely from
Lebanese soil, is not so precise.
The situation is "fluid," military
sources said and they are "playing
it by ear."
The third stage, for example,
will bring the IDF to a strip about
ten kilometers north of the inter-
national boundary. This, the
sources said, will be in "three, four
or five months" time.
While in principle the IDF is to
be pulled back to the old frontier,
the ten-kilometer "security strip"
will remain under IDF control,
whether by the permenent
presence of Israeli troops or by
proxies such as the Israel-armed
and financed South Lebanon
Army (SLA) is uncertain at this
time.
The IDF does not appear to put
much trust in the SLA and will
maintain the option of operating
within the frontier strip in what
ever manner it deems necessary
— ground troops, air or sea forces
-- to protect the towns and set-
tlements of Upper Galilee.
The strip itself will serve as a
"cordon sanitaire" to prevent ter-
rorist incursions into Israel. Is-
rael's symbolic presence will be
retained there "indefinitely," the
sources said.
Premier Shimon Peres said last
week that the IDF will not inter-
vene in the internal affairs of
Lebanon after it withdraws be-
hind the international border.
But should any threat to Israel's
security arise in Lebanon, the IDF
would re-enter that country, do
what has to be done and leave, he
said.
Peres spoke to reporters at an
IDF position at Buksata, over-
looking the south Lebanon port of
Sidon and the Awali river. He vis-
ited there to watch the progress of
the withdrawal.
Once Israel is out of Lebanon

"we do not intend to play any part
in the internal politics of Leba-
non," Peres said. As to the danger
of new bloodshed between rival
factions after the IDF leaves,
Peres said "I don't want to engage
in prophecies. I believe nobody
really knows what will happen" in
Lebanon.
"I would like to see the
Lebanese reach a solution among
their different parties," Peres
said.
The IDF sustained three
fatalities in south Lebanon Sun-
day and four soldiers were
slightly wounded.
A military spokesman said two
reserve soldiers were killed by a
roadside explosive only two
kilometers north of the Israeli
border town of Metullah in Upper
Galilee Sunday and one was kil-
led when his patrol was ambushed
near the Zaharani River.
Military sources said four
soldiers have been killed and 18
wounded in south Lebanon in the
last two weeks during which there
were 51 attacks or attempted at-
tacks on IDF units. The IDF death
toll now stands at 611 since the
invasion of Lebanon in June 1982.
The Israel Air Force this week,
struck at terrorist targets in the
Bekaa Valley Monday for the sec-
ond successive day. The latest
target was.identified as the com-
mand post of Abu Moussa, leader
of the Syrian-backed Palestine
Liberation Organization dissi-
dents opposed to Yassir Arafat. It
consisted of a tent camp, huts and
an anti-aircraft battery. The
target of Sunday's raid was iden-
tified as the local headquarters of
Nayef Hawatmeh's Democratic
Front for the Liberation of Pales-
tine.
Although the air attacks were
aimed at Palestinian terrorists,
military sources acknowledge
that most of the recent attacks on
the IDF are believed to have come
from Lebanese Shiite Moslems.

Peres indicated, however, that
the latest air raids were preven-
tive measures. "Whenever we
have concrete information about a
group of terrorists preparing to
cross the border or to cause some
damage, we take preventive ac-
tion," Peres said Sunday.
