Egyptian official
reported on way
to Israel for talks
Jerusalem (JTA) — Cabinet
sources disclosed Sunday that a
special envoy from President
Hosni Mubarak of Egypt was ex-
pected in Israel soon for a meeting
with Premier Shimon Peres. But
while the sources spoke of "an im-
proved new atmosphere in
Israeli-Egyptian relations of
late," other officials counseled
against over-optimism.
According to these officials,
there are no signs of a shift for the
better in the substance" of rela-
tions with Cairo. They said De-
puty Premier and Foreign Minis-
ter Yitzhak Shamir spoke in a
cautious vein when he reported to
the Cabinet on the meeting in
Cairo last week between Moshe
Sasson, Israel's Ambassador to
Egypt and two top Egyptian offi-
cials, Premier Kamal Hassan Ali
and Foreign Minister Ismet Abdel
Meguid.
The statement from the
Cabinet sources was thought to be
in reference to Peres' review of the
Taba border dispute with Egypt.
Taba is a tiny strip of land on the
Gulf of Aqaba, near Eilat which
Egypt claims is part of Sinai.
Negotiations over that border
dispute were broken off in 1982,
during the Lebanon war, at about
the same time Egypt recalled its
Ambassador from Tel Aviv.

Geneva (JTA) — The Interna-
tional Committee of the Red Cross
based in Geneva said that the
' three Israeli POWS held by the
Ahmad Jibril Group had been vis-
ited by the ICRC delegates in
Syria, on Nov. 4, in the evening. A
doctor of the organization accom-
panied the delegates.
The POWs were given letters
from the families in Israel and
they gave letters to the delegates
to be transmitted to the families.

Who wants
a new tie anyway?
United Nations (JTA) — While
Iraq has been -critical of Israel for
the June 1981 destruction of its
nuclear facilities, Iraq itself re-
cently bombed a nuclear power
plant of Iran's, Binyamin
Netanyahu, Israel's Ambassador
to the United Nations charged
last week.
In remarks prepared for deliv-
ery at the General Assembly to-
night, in the debate on the
"Armed Israeli Aggression
Against the Iraqi Nuclear Instal-
lations," Netanyahu, noting that
this is the fourth debate since
1981, cited the official Iranian
complaint charging that Iraqi
missiles attacked on March 24
Iran's nuclear power plant in
Bushehr.
The Israeli envoy noted that
Iraq, which complains that Israel
violated international law by at-
tacking its nuclear facilities, has
been repeatedly violating inter-
national law. He said that Iraq
uses chemical warfare in its war
with Iran and that it has been
"happily bombing neutral ship-
ping in the Gulf.
