assured King Hussein that we would compel Is-
rael's withdrawal to the pre-June 5, 1967 border,
except for minor border rectifications, is inaccu-
rate and unsupported by the contemperaneous
records of the Department of State. "
Moreover, State Department archives reveal
a realistic understanding by King Hussein of our
position. King Hussein is reported to have frankly
stated that having lost the war, he recognized the
necessity for being flexible, both with respect to
th West Bank and Jerusalem.
Insofar as I am aware, what I said at the time
has remained the essence of American policy ever
since. Our policy then, as now, has been that the
fate of the West Bank should be settled by direct
negotiations between Israel and Jordan, the con-
cerned parties.
That's the aggravating and perpetuating distress:
the plea for negotiations — without restrictions — and the
dream of reaching an accord for face-to-face 'talks. It is still
the dream!
Goldberg's concluding declaration on the vitality of
negotiations is equally significant:
Instead of impugning the good faith of the
United States and making the fallacious charge
that our country has been and is at fault for not
bringing Israel to heel, the counsel of wisdom for
King Hussein would have been — and still re-
mains — to honor his commitment in accepting
Security Council resolutions 242 and 338 and go to
the bargaining table with Israel to seek an agreed
settlement.
No one can say with certainty what would
emerge from such negotiations, except to point
out that the bargaining at Camp David between
the parties produced results that were not antici-
pated by any expert at the time.
There is a deep desire on the part of a substan-
tial number of israelis for a peaceful solution of
the West Bank and other related problems.
The essential point, however, is that there can
be no peace now, or tomorrow, involving the West
Bank without direct negotiations between Israel
and Jordan. Only through such negotiations with
the good offices of, rather than pressure by, the
United States, can a peaceful and equitable set-
tlement be achieved.
,Hitherto, too few apparently feared to step on the
Hussein toes. Arthur Goldberg is unhesitant in his ap-
proach. His statements must be emphasized repeatedly in
attaining the just commitment to negotiations. Hitherto,
the record has been blighted. Goldberg calls an end to
hiding facts and to burying the truth in a deification of a
monarch who is probably himself in too great a risk under
threat from his Islamic brethren to concede the realism
analyzed by Goldberg. That must not become a rule either
for media or diplomatic records. Therefore, the Arthur
Goldberg expose must be treated with the respect needed
for history's accuracy.
