Begin Rejects
Idea of Adding
Name to Decree

JERUSALEM (JTA) —
Former Premier Menahem
Begin rejected Sunday an
idea that he add his signa-
ture to Israel's declaration
of independence.
The proposal was raised
by Moshe Katzav, deputy
Housing Minister, in a letter
to Premier Yitzhak Shamir.
Katzav said that Begin was
denied the privilege of sign-
ing the declaration in 1948
because the Irgun was op-
posed by the Labor estab-
lishment.
Reacting to the proposal,
Begin told the Israeli news-
paper Maariv: "One cannot
add a signature retrospec-
tively. Those who signed —
signed. Those who didn't
sign — didn't sign." Begin
said the proposal surprised
him. Had Katzav consulted
him before, Begin said he
would have asked him not to
raise it.
Shamir told Katzav he
would "consider" the re-
quest.

JERUSLAEM (ZINS) —
A spokesman for the Bank
of Israel says that Israel's
new currency restrictions
against taking funds out of
Israel or holding foreign
funds do not apply to new
immigrants.

enthusiasm, superstition,
and intemperate zeal.
