JERUSALEM — One
hundred years after Her-
mann Zvi Schapira, profes-
sor of mathematics at the
University of Heidelberg,
conceived the idea of a He-
brew University in Eretz Is-
rael, an agreement has been
signed between the Hebrew
University of Jerusalem
and the University of
Heidelberg.
The recently signed
agreement calls for the two
universities to work toward
mutual understanding in
the areas of the politics,
economics, society and cul-
ture of Israel and Germany,
in addition to cooperative
efforts in research and
teaching. There also will be
exchanges of academic staff
for purposes of study and re-
search, scholarship grants
for students participating in
the exchange program be-
tween the two universities,
joint research projects, sci-
entific symposia and ex-
change of information.

Grass Roots Action Net-
work (GRAN), under the
chairmanship of St. Louis
business executive Stuart
Raskas.
Raskas noted that 32
states have already
petitioned Congress to call a
convention, with only two
more states required to
make it mandatory. Accord-
ing to the Bnai Brith leader,
the question may soon be
put to voters in California
and Montana, and is cur-
rently before the state legis-
latures in Michigan, Ken-
tucky and Vermont.
Bnai Brith will concen-
trate on those five and, at
the same time, support ef-
forts in other states to
withdraw petitions al-
ready submitted to Con-
gress.
Although, said Raskas,
the matter is not a "Jewish
issue," Jews, as a minority
"must be vigilant to possible
constitutional changes
which could weaken the
protections we and others
rely on."
One often sees good inten-
tions, if pushed beyond
moderation, bring out very
vicious results.
