Zionist Council Rejects Sharon

partment. In a dramatic
secret ballot at the Zionist
General Council meeting,
Sharon was defeated, 48-59.
Leon Dulzin, chairman of
the WZO Executive, said it
had been a democratic ses-
sion." He said there was no
need for him to reiterate his
statements during the
meetings that Sharon was
unsuitable for the Aliya
Department post and that
the post was being held open
for a Herut Party candidate.
Both Premier Yitzhak
Sharon and Defense Minis-
ter Moshe Arens had urged
the Zionist General Council
to endorse Sharon's candi-
dacy. The council's decision

the vote all the more sig-
nificant in its broader polit-
ical ramifications. Jerold
Hoffberger of Baltimore,
chairman of the Jewish
Agency Board of Governors,
opposed Sharon's candi-
dacy. While he praised the
retired general as a military
man, he asserted that he
was not a person Diaspora
youth would follow.
Sharon's rejection by
the council despite heavy
pressure exerted by
Shamir is a blow to the
former Defense Minis-
ter's aspirations to make
a political comeback. It is
also a stinging blow to the
prestige of Shamir him-
self.
Influential in the voting
was the reported determi-
nation of Hoffberger to de-
rail the Sharon candidacy
even if it were approved by
the council. Hoffberger re-
portedly told Shamir in a
phone conversation earlier
this week that he opposed
Sharon and that he would
have the agency's board of
governors reject him. With-
out the board's approval,
Sharon could not have
taken over the Aliya De-
partment post.
The Zionist General
Council opened with an ad-
dress by President Chaim
Herzog who called on all Is-
raelis and their institutions
to fight "the plague of
yerida," the departure of Is-
raelis who take up perma-
nent residence abroad.
Among the preventive
measures endorsed by Her-
zog are special assistance to
army veterans and rea-
sonably priced rental flats
for young couples.
Mayor Teddy Kollek of
Jerusalem touched on
another problem in his
address at the opening
session. He accused the
WZO of "doing nothing"
for the capital. While ab-
sorption centers in
Jerusalem are packed to
overflowing with immig-
rants who can't find per-
manent homes, there are
4,000 vacant apartments
in the city, he said. Kollek

warned that if present
trends continue, the
majority of Jerusalem's
population would consist
of Arabs and non-Zionist
ultra-Orthodox Jews.
Dulzin, who delivered the
keynote address, called for a
broad-based Zionist move-
ment with a separate
movement for those Jews
committed to aliya.
