Mixed Jewish Reaction on New Vatican Ties

Everyone has as much
right as he has might.
—Spinoza

NEW YORK (JTA) —
One national Jewish
spokesman responded to the
announcement that the
U.S. has established formal
diplomatic relations with
the Vatican by declaring
that the action violated the
constitutional principle of
separation of church and
state, but two other Jewish
spokesmen hailed the U.S.
action.
The critic was Henry
Siegman, executive director
of the American Jewish
Congress, who said that
while the AJCongress
shared the Reagan Ad-
ministration's respect for
espousal by Pope John Paul
II of human rights and so-

cial justice, "it is our posi-
tion that formal diplomatic
relations with the Vatican
violates that constitutional
principle."
Rabbi Marc Tanenbaum,
director of the international
relations department of the
American Jewish Commit-
tee and former director of
the AJCommittee's inter-
religious affairs depart-
ment, a post in which he was
deeply associated with Vat-
ican pro-Jewish programs,
said one of the remarkable
aspects "of the establish-
ment of U.S.-Vatican dip-
lomatic ties was the muted
response of the major
Jewish organizations."
He declared that from
the viewpoint of church-
state separation, many
Protestants joined by the
American Jewish Con-
gress view the Holy See
as an integral part of the
Roman Catholic Church"
and thus the U.S. dip-
lomatic recognition of the
Vatican is perceived as a
violation of the First
Amendment."
However, Tanenbaum
added there is a substantial
body of scholarship" which
makes a case that both his-

Quakers Critique
Withdrawal Pact

NEW YORK (JTA) —
Two Quaker International
representatives in the Mid-
dle East seek an alternative
to the May 17 Israel-
Lebanon security and with-
drawal agreement, primar-
ily because it has been
deemed unacceptable to
Syria._
The Mideast representa-
tives, Carol Jensen and Ron
Young, also called on the
United States to open a
dialogue with the Palestine
Liberation Organization
and emphasized that more
pressure should be exerted
by the U.S. on Israel in
order to obtain a freeze on
the construction of new set-
tlements in the West Bank.
Speaking to a small group
of reporters at the Quaker
House, Jensen and Young
said that after discussions
with Syrian leaders, it be-
came clear that Syria would
never agree to the estab-
lishment of normalization
of relations between Leba-
non and Israel, a central
element of the May 17 ac-
cord.
The accord, which also
provided for a small Igraeli
military presence in south
Lebanon after an Israeli
troop withdrawal, was
never implemented because
of Syria's objections. Jensen
and Young criticized the
Administration for not
seeking an alternative to
the May 17 accord.

Neo-Nazis Jailed

torically and theologically,
the Holy See is a secular
arm of the Vatican con-
ceived as a sovereign state."
He said another factor in
favor of the new ties is the

decline of anti-Catholocism
in America, especially since
Vatican Council II which
strongly committed world
Catholics to religious lib-
erty and improved

Catholic-Jewish relations."
Rabbi Arthur Schneier,
president of the Appeal of
Conscience Foundation,
called the agreement "a
welcome and positive step. )7
