U.S.-Israel Ties Temporary?

JERUSALEM (JTA) —
Former Premier Yitzhak
Rabin believes the present
commonality of needs and
interests between Israel
and the United States in the
Middle East is temporary
and urged Israel to utilize it
to achieve maximum aid
and other advantages from
Washington.
Rabin, a leader of the op-
position Labor Alignment,
pressure on
cited it
the Reagan Administration
to pull U.S. forces out of
Lebanon. To do this while
"saving face," the U.S.
needs the Israeli army to
stand fast in south Lebanon.
That need underlay the
warm welcome and friendly
atmosphere which greeted
Premier Yitzhak Shamir on
his visit to Washington in
November, Rabin said.

Tribunal Asked
for Arafat, PLO

He maintained that
Shamir deluded himself and
the nation when he spoke of
a "new era" in U.S.-Israeli
relationships. The sharp di-
vergence last month over
the meeting between Egyp-
tian President Hosni
Mubarak and Palestine
Liberation Organization
chief Yasir Arafat in Cairo

NEW YORK — National
Council of Young Israel
Public Affairs Committee
Chairman Matthew J.
Maryles, and Union of Or-
thodox Jewish. Congrega-
tions of America Israel
Commission Chairman
Fred Ehrman, have called
upon the nations of the
world to convene an inter-
national tribunal to bring
Yasir Arafat and the PLO
terrorists to justice.
"The spectacle of the de-
parture of Arafat and his
terrorist hordes from Leba-
non, once again, under the
banners and safe-passage
guarantees of the United
Nations, makes a mockery
of the UN Charter and the
ideals upon which it is
based. There is no greater
travesty than the trium-
phant departure, under pro-
tection of the world commu-
nity, of people whose voca-
tion and avocation is the
slaughter of innocent men,
women and children."

showed that basic dif-
