Hertzberg and Klutznick at Peace Now Conference

JERUSALEM (JTA) — A
prominent American Jew
warned Israel not to become
involved with the U.S. on
the basis of mutual in-
terests stemming from the
exercise of power. Rabbi Ar-
thur Hertzberg, an au-
thor, lecturer and former
president of the American
Jewish Congress, main-
tained that this kind of in-
terest can change from one
day to another.
"The people in Israel fail
to understand that America

loves Israel not because it is
led by tough leaders but be-
cause of the values that it
represents," Hertzberg said
at a forum organized by
Peace Now and the Interna-
tional Center for Peace in
the Middle East.
Hertzberg, a professor of
history at Columbia Uni-
versity and leader of a Con-
servative congregation in
Englewood, N.J., was one of
six Jewish leaders from the
U.S. and Europe participat-
ing in the conference on

Hertzberg, the majority
of American Jews object
to Israel's policy of de
facto annexation of the
West Bank. He said that
more and more Jews in
the U.S. opposed the
policies of the Likud-led
government. He ob-
served that whereas in
the past supporters of the
Peace Now movement in
the U.S. "were castigated
as defeatists," they are no
longer stigmatized.
Similar views were ex-
pressed by David Susskind
of Belgium, one of the or-
ganizers of the Brussels
World Conference on Soviet
Jewry. He said he found it
increasingly difficult to
answer questions by the
younger generation of Jews
about Judaism and Israel,
especially the issue of
human rights for the Arabs.
"It is customary here (in
Israel) to stop people on the
street for security question-
ing just by their looks. For
me as a Jew, this is a night-
mare," he said.
"I remember the not too
distant past when one used
to stop other people because
of their looks," Susskind
said. Pointing at the audi-
ence which packed the hall,
Susskind said, "Only a few
kilometers from here there
is an Arab population under
occupation. Why can't they
gather for a similar political
forum?"
Other conference par-
ticipants included Philip
Klutznick, former U.S. Sec-
retary of Commerce and
former chairman of the Con-
ference of Presidents of
Major American Jewish
Organizations; Feit Weiler
of Switzerland; Andre
Wormesser of France; and
Harry van der Berg of Hol-
land.

Rumsfeld, Shamir Meet

JERUSALEM (JTA) —
Donald Rumsfeld, Presi-
dent Reagan's new special
envoy to the Middle East,
met with Premier Yitzhak
Shamir and other top Israeli
officials last week.
Rumsfeld flew in early
from Cairo where he had a
two-hour meeting with
Egyptian President Hosni
Mubarak. He also visited
Beirut before coining to Is-
rael and is expected to go to
Damascus to see President
Hafez Assad when the Sy-
rian leader recovers from an
appendicitis operation.
Israeli sources said
Rumsfeld's initial meeting
with Shamir was largely a
"listening session" for the
new American envoy who is
a former U.S. Secretary of
Defense.

Modal Seeks
U.S.-Israel
Military Pact

JERUSALEM (JTA) —
Energy Minister Yitzhak
Modai proposed Tuesday
that Israel sign a military
alliance with the U.S.
rather than try to revive the
1981 memorandum of un-
derstanding on strategic
cooperation.
Speaking on Voice of Is-
rael Radio just a week be-
fore Premier Yitzhak
Shamir and Defense Minis-
ter Moshe Arens are to meet
with President Reagan at
the White House, Modai
said the memorandum, in-
itialed by the two countries
but never implemented,
could have done considera-
ble damage. It is possible, he
said, that memorandum
prompted Syria to sign its
friendship treaty with the
Soviet Union.
According to Modai, a
leader of Likud's Liberal
Party wing, a U.S.-Israeli
military pact would be
much more meaningful be-
cause it would commit the
U.S. to provide substantial
military assistance to Israel
if it is attacked.
