Jacques Torczyner Wary of
Politically-Motivated 'Friends'

Jacques Torczyner, hon-
orary president of the
Zionist Organization of
America and member of the
World Zionist Organization
Executive Committee, ad-
dressing a public meeting at
Cong. Shaarey Zedek Nov.
9, urged American Jews to
monitor carefully the posi-
tions of •the presidential
candidates currently post-
uring as "staunch friends of
Israel."
He said President Reagan
is a friend of Israel, but the
input he is getting from his
advisers, especially the De-
fense Department, is more
often than not weighted
against the Jewish state.
The so-called "Arabists" in
the State Department have
now found a "friendly ear"
in the Pentagon, while the

there is any one man, who
commands the respect of
the Washington hierar-
chy, regardless which
party is in control, and
who has invariably rep-
resented Jewish in-
terests with courage,
dignity and deep convic-
tion, that man is Max
Fisher," he said.
Torczyner was wary,
however, of the fund-raising
"professionals" taking over
the reins • of the Jewish‘
Agency in consequence of
the "Caesarea Process."
"There is a difference be-
tween Zionists and non-
Zionists," he said, "as un-
bridled and irresponsible
criticism of the Israel gov-
ernment on the part of cer-
tain 'Jewish spokesmen'
clearly demonstrates."
"Dissent, yes," he con ,
tinued, "but through ap-
propriate channels, but not
press-releases and provoca-
tive pronouncements
tailor-made for the public
media." The fact is, he said,
that the Israeli consensus
rules out a Palestinian state
in Judea and Samaria. Is-
rael's retreat to the 1967
borders or negotiations with
the PLO — positions shared
by the overwhelming major-
ity of American Jewry. .
Torczyner felt that
Diaspora-Israel relations'
are in disarray because
no appropriate forums
for mutual consultations
had thus far been de-
veloped. He said, that
another American
Jewish conference may
be in order to develop
criteria for a continuing
Israeli-Diaspora
dialogue and inter-
change of ideas.
At an earlier luncheon
meeting with a group of
rabbis, Torczyner called
upon the community's re-
ligious leaders to reinforce
Zionist thought and com-
mitment. He said the ZOA
is maintaining its position
as the mainstay of Ameri-
can Zionism and its public
affairs activities bring it
into close contact with
Washington's policy-
makers.
ZOA leaders are sys-
tematically invited for con-
sultation on Mideast issues
at the White House, the
State Department and lead-
ing members of Congress,
Torczyner said.

State Department has now
found a "friendly ear" in the
Pentagon, while the State
Department under Secret-
ary George Shultz is becom-
ing increasingly more sup-
portive of Israel.
The Zionist leader's ap-
pearance was sponsored by
Detroit ZOA in cooperation
with the Shaarey Zedek
Men's Club.
Torczyner warned that
despite the eclipse of
Yasir Arafat, and King
Hussein's political im-
mobility, the Reagan
Mideast Peace Plan is not
"dead"; it will be re-
vived" once the crisis in
Lebanon is resolved one
way or another. He
criticized the Administ-
ration for impeding the
process of the Lebanon-
Israel negotiations.
"President Gemayel was
prepared to sign the peace
document much earlier," he
said, "but Philip Habib and
other American 'trouble-
shooters' delayed the sign-
ing with 'suggestions' un-
friendly to Israel."
In a thumb-nail review of
anti-Jewish "trouble spots,"
he singled out Greece under
Papandreau as a source of
anti-Israel agitation, ex-
pressed concern about the
anti-Jewish tendencies in
France and held up little
hope for the resumption of
Jewish immigration from
the Soviet Union under An-
dropov. Torczyner praised
the Administration's
toughening line vis a vis
Syria, but cautioned
against the U.S. using Is-
rael as a countervailing
lever to moderate Syrian in-
transigence.
He sharply criticized the
major TV networks for their
biased coverage of Israel's
campaign in Lebanon.
"Ponder the interminable
Iran Iraq war," he said, "a
war fraught with grave
dangers for the Middle East
and the West, but totally
ignored by the media." He
said the Administration
was probably right in bar-
ring the media from cover-
ing the Grenada invasion to
forestall the kind of report-
ing that was gushing forth
from Lebanon.
Torczyner had high
praise for Max Fisher, .
whose "wisdom, tact and
dedication to Israel" kept
the Jewish Agency work-
ing in harmony and with
