Combine raw beet and water
and let stand for several hours.
Combine beef, stock, water
and salt in large saucepan and
simmer, skimming surface
frequently, until meat is fork
tender, about 1 1/2 to 2 hours.
While meat is cooking, com-
bine carrot, turnip, onion, vin-
egar, tomato paste, pareve
margarine and sugar in small
saucepan. Cover and simmer
about 15 minutes, checking
occasionally to be sure mix-
ture isn't too dry. Add canned
beet juice and cabbage and
cook 10 minutes.
When meat is tender, add
vegetable mixture, canned be-
ets, bay leaf and a few grind-
ings of pepper and cook until
heated through. Add un-
drained raw beet. Taste and
adjust salt and vinegar as
necessary. Ladle soup into
bowls and garnish with dill.
Makes 2 servings.

The only body that does so is
the Village Leagues; but
even the Israeli administra-
tion which created and fi-
nanced the Leagues, views
them now as politically im-
potent.
Binyamin Ben-Eliezer,
the coordinator of govern-
ment activities in the ter-
ritory, spoke on television
this week of a generation
gap on the West Bank with
respect to attitudes toward
Israel. The young genera-
tion continues to de-
monstrate violently against
the Israeli presence, he said.
Their elders are more cir-
cumspect and more realis-
tic, according to Ben-
Eliezer.

JERUSALEM (JTA) —
The crisis within the Pales-
tine Liberation Organiza-
tion has led Israeli officials
to believe that a dialogue
can be initiated with Pales-
tinian elements on the West
Bank, although negotia-
tions on a political solution
remain in the uncertain fu-
ture.
The officials believe the
time is ripe for the
emergence of an alternative
Palestinian leadership to
the PLO and that such
leadership is open to new
ideas although no Palesti-
nian has dared admit it.
There have been hints
nevertheless in several East
Jerusalem Arabic news-
papers in recent days.
None has called openly
for negotiations with Israel.
