U.S. Rejects Plan to Admit
10,000 Palestinian Refugees
WASHINGTON (JTA) —
The State Department has
rejected as "impractical" a
proposal that the United
States admit some 10,000
Palestinian refugees.
The proposal was made by
a State Department "work-
ing" group which has been
studying means of alleviat-
ing "the plight" of the Pales-
tinians, department
spokesman John Hughes
said.
He denied that Secretary
of State George Shultz ever
personally proposed that
the U.S. consider taking in a
large number of Palesti-
nians.
Instead, Hughes said that
Shultz has stated publicly
on many occasions his "keen
interest in the overall plight
of the Palestinians." In this
connection, the Secretary of
State ordered studies "oil
what might be done, if any-
thing, to improve the lot of
Israel COL Rose in July
the Palestinians," Hughes
said.
He stated that the pro-
posal, which reportedly at
one time was to admit as
many as 50,000 Palesti-
nians, was made at "low
level." Hughes maintained
that Shultz had never con-
sidered the proposal and
that the proposal itself is no
longer under "active con-
sideration" within the State
Department.

Gov. Mario Cuomo has
signed into law an amend-
ment to a 1982 New York
State law which increased
the penalty for acts of desec-
ration against synagogues
and churches to include
damages to educational and
residential premises.

TEL AVIV (JTA) — The
cost of living index rose by
6.3 percent during July, the
Central Bureau of Statistics
announced. It was the sec-
ond highest July increase
since 1948, exceeded only by
the July 1982 rise of 9.2 per-
cent.
The bureau said the in-
crease was held down by a
seasonable drop in the
prices of fruit and vegeta-
bles, in abundant supply
this year.
The inflation rate is at
present running at the pace
of 125 percent this year.
Since January, the COL
index has risen by 60 per-
cent.

Cabinet met in special
session Monday to try to
reach agreement on
budget cuts for various
ministries, but failed to
reach an agreement.
Finance Minister Yoram
Aridor, who had recom-
mended a slash of 55 billion
shekels from the govern-
ment budget, including 20
billion shekels from the de-
fense budget, was enraged
by the failure of the Cabinet

The differences between
the Treasury and the De-
fense Ministry continued to
be the sticking point in the
Cabinet deliberations. De-
fense Minister Moshe Arens
said he was prepared to ac-
cept a cut of 8.5 billion
shekels, instead of the 6 bil-
lion shekel cut he was will-
ing to accept last week.
The Treasury ap-
peared willing to accept a
comprise on its original
20 billion shekel cut in the
defense budget by post-
ponirig some of the re-
ductions to next year, but
remained unwilling to
settle for Arens' pro-
posal.
Defense officials say a cut
of the magnitude the Treas-
ury is seeking would dam-
age major military projects.

Israel's Salvadoran Embassy
Slated to Re-Open in Fall
JERUSALEM (JTA) —
Israel will reopen its em-
bassy in San Salvador, the
capital of El Salvador, in
October, it was confirmed in
Jerusalem Wednesday.
This confirmation fol-
lowed statements from El
Salvador that the Israel
embassy will be re-opened
there and the the El Sal-
vador embassy in Israel
would be moved back from
Tel Aviv to Jerusalem. The
Israel embassy in San Sal-
vador was closed several
years ago by the then
Foreign Minister Moshe
Dayan for budgetary and
security reasons.
The embassy of El Sal-
vador, along with most
other Latin American Em-
bassies in Jerusalem, left
the city in 1980 after the
Knesset adopted the
Jerusalem Law, declaring
all of Jerusalem to be the
eternal capital of Israel.
Last week Israel de-
valued the shekel by 7.5
percent. The Treasury
wants to introduce new
taxes, slash welfare bene-
fits, trim education pro-
grams and cut health, com-
munications and transpora-
tion budgets.
In a related development,,
while Jewish local
authorities are watching
their budgets being drasti-
cally cut, Arab and Druze
local authorities in Israel
are receiving both budget
increases and larger credit
lines.
Sabiadoran officials have
said that their embassy will
move back to Jerusalem by
Sept. 15, El Salvador's In-
dependence Day.
