born in Jerusalem, has spo-
ken in several cities while
on sabbatical for a year at
Columbia University„ His
impact, he feels, is in start-
ing a "reassessment proc-
ess" among American Jews.
He urges Israel to take a
bold peace initiative, like
Sadat, rather than just say-
ing "Nyet" like
Khrushchev! He proposes a
Balfour-system, a West
Bank Palestinian state in
exchange for Palestinian
recognition of the state of
Israel. "One makes peace
and enemies, not friends"
says Pa'il, urging inclusion
of the PLO in the negotia-
tions so as to "involve them
in a constructive program."
Israel should negotiate
with all concerned par-
ties. A key condition of
his plan would be a de-
militarized . West Bank
state. This . would be
guaranteed by policing
from Israeli outposts,
preferably in conjunc-
tion with the Arabs. (His
proposal is similar, he
says, to the situation
created in Finland by
Russia after World War
II, and in Austria by the
Big Four powers in 1955.)
Any breach of the agree-
ment prohibiting a mili-
tary build-up would be
cause for Israel to "jump
in." Only after negotia-
tions are completed to Is-
rael's satisfaction would
Israel evacuate the West
Bank and Gaza.
Pa'il urges Israel to take
the initiative now, while it
has the military power. He
feels the present course of
West Bank occupation with
Jewish settlements will
create a bi-lateral state
where, by the year 2000,
conditions will resemble
those of Northern Ireland
and South Africa. Zionism,
he believes, will die without
its moral, spiritual and
idealistic basis. There will
be a weakening from within
and diminishing support
from outside.
Pa'il feels a Palestinian
state would work because
its people would have a ves-
ted interest in their new
homes, jobs, opportunities
for better education, health,
etc. He believes further,
that Israel should help the
state become established.
"The PLO is ready now for
peace," he says, "rather
than a long war without
hope. It has learned that the
Big Powers and Arab states
don't care much about them
and their only alternative is
rapprochement with Is-
rael."

Old Synagogue
Repair Slowed
LONDON — Holocaust
survivors wishing to inspect
the memorial tablets to the
77,000 Nazi victims from
Bohemia and Moravia at
the ancient Pinkas
synagogue of Prague will
have travelled in vain to
Czechoslovakia, the
London-based Interna-
tional Council of Jews from
Czechoslovakia reports.
The synagogue has been
under repair since 1971,
and the authorities have
been either unable or un-
willing to correct damage to
the structure which they
claim has been caused by
dampness from the nearby
Vltava-Moldau River.
A party of Jewish visitors
who called at the synagogue
recently was told that
workers at the site are "in-
tensively attending" to
their jobs. Their foreman
thought the synagogue
might reopen to the public
some time in 1984. The
building dates back to 1352.
