A Jewish Welfare Feder-
ation task force has been
appointed to study de-
velopment of a network of
services for the elderly liv-
ing in the community.
Federation President
Avern Cohn named Dr.
Conrad L. Giles to head the
Task Force on Non-
Institutional_ _Services for
the Elderly, its assignment
to explore community-
based support services that
can help maintain the el-
derly in independent living
arrangements for as long as
possible.
Dr. Giles, a vice president
of the Jewish Welfare Fed-
eration, formerly chaired
the Federation's Conference
of Division Chairmen, the
coordinative body for four
budgeting and planning di-
visions. He has served on
the boards of several agen-
cies and in the leadership
ranks of the Allied Jewish
Campaign. -

In a report to the Federa=
tion Board of Governors, Dr.
Giles noted that while a
network of services already
exists, the growing number
of elderly persons in our
community will require in-
novative planning and im-
plementation to fill in the
gaps in service.
An extensive survey that
will provide the basis for fu-
ture exploration by the task
force estimates that the
number of Jewish elderly
residing in metropolitan
Detroit may approach
12,000. The great majority
are assumed to be living in
their own homes with vary-
ing degrees of indepen-
dence; some 5,500 of these
would need some measure of
support services.
Aside from the residen-
tial facilities offered
through Federation agen-
cies (the Jewish Home for
Aged, Jewish Federation
Apartments and the group
home program of the Jewish
Family Service), there are
many non-institutional
support services provided
by Jewish communal agen-
cies. These include
homemaker, housing relo-
cation and casework serv-
ices, Meals on Wheels (in
concert with National
Council of Jewish Women),
financial assistance and vis-
iting programs to nursing
homes — Jewish Family
Service programs that
reached 1,276 elderly
clients in 1981.
In addition, the Jewish
Community Center offers
programs and classes to
1,000 older persons,

primarily at the Jimmy
Prentis Morris Branch in
Oak Park. In cooperation
with the Fresh Air
Society, the Center and
Jewish Home for Aged
arrange for residential
camping experiences at
the Butzel Center.
Other programs are the
Senior Service Corps, Proj-
ect Outreach for isolated
persons living primarily in
the inner city, sheltered
workshop and job place-
ment service, under the
aegis of Jewish Vocational
Service.
The Jewish Home for
Aged day care and respite
programs, Sinai Hospital's
Service With Love tele-
phone reassurance program
and the kosher meals pro-
vided by Jewish Federation
Apartments to the Oak
Park Senior Center are
other ways in which elderly
persons are being assisted
by community .agencies
without their having to for-
sake some measure of inde-
pendence.
Dr. Giles said that inter-
agency cooperation is an
important element in any
expansion of service. In re-
sponding to the needs of the
elderly, he said, it is impor-
tant to "build together to
avoid duplication and
eliminate gaps in services."
Nonsectarian voluntary
agencies, as well as
government-supported
services, would be involved
in building a network of
services.
Among the areas in this
network that will be
explored by the task
force with an eye to ex-
pansion or development
are home service and
personal health needs,
day care, transportation,
group living, legal serv-
ices, adult foster care and
support services for
people supporting the el-
derly.
The community's most
dramatic undertaking on
behalf of its elderly citizens
is the construction, now
under way, of the Fleis-
chman Residence for Jewish
Elderly, Hechtman Apart-
ments and the Blumberg
Plaza that links the
structures, at the Maple-
Drake site near the Jewish
Community Center in West
Bloomfield.
