American Criticism of WB
Pledge Termed Hypocritical
Commentary from Seven Arts
Friends of Israel in the
United States were recently
treated to their first dose of
international hyprocrisy —
American style.
The event centered upon
the rift between Jerusalem
and Washington over the
Israeli government's re-
quirement that all for-
eigners seeking work per-
mits on the West Bank sign
a pledge to refrain from
"any act or rendering of any
service to the PLO or any
other hostile organization
as defined by law."
So far, 21 foreign lectur-
ers and teachers employed
at Bir Zeit and Al Najah
Universities, both on the
West Bank, have been
forced to leave the country
because they refused to sign
the pledge on the grounds
that it was a political docu-
ment that infringed on aca-
demic freedom. Secretary of
State George Shultz, re-
minding all of his former
life in the academic com-
munity as dean of the
graduate school of business
at Chicago University,
compared the pledge re-
quirement to that of loyalty
oaths demanded by certain
American universities in
the 1950s and urged the
academic community to
speak out against it.
But the Israel Embassy
was quick to retort that
the pledge requirement
was similar to that being
required of aliens seek-
ing entry into the U.S.
The U.S. law bars tem-
porary visas to persons
including teachers, who
are anarchists, Com-
munists, Nazi war crimi-
nals and groups whose
aim is to overthrow the
government. This stipu-
lation has been used by
the U.S. to exclude pro-
fessors from East Euro-
pean countries and
members of the PLO.
So it was with a bit of
irony that a mere week after
the Shultz castigation of Is-
rael, the State Department
chose to bar leading Pales-
tinian poet and PLO sym-
pathizer Mohmoud Darwish
from participating in a New
York poetry reading to raise
funds for the United Na-
tions Children's Fund relief
work in Lebanon because of
his ideological views.

TORONTO (JTA) — De-
nnis McDermott, president
of the Canadian Labor Fed-
eration (CLF), said he re-
jected a pro-PLO resolution
overwhelmingly adopted at
last week's convention of
the Ontario Federation of
Labor (OFL) and that he
was prepared to test the
issue at the next meeting of
the CLF's executive council.
The OFL, which repre-
sents some 800,000 trade
unionists, recognized the
PLO as the legitimate
representative of the Pales-
tinian people. But the OFL's
president, Clifford Pilkey,
later interpreted that
endorsement as being con-
ditional ,on the PLO's recog-
nition of Israel. McDermott
denounced the PLO last

Pym Is Upset
by Responses
to Reagan Plan
LONDON (JTA) —
British Foreign Secretary
Francis Pym expressed dis-
appointment with both the
Israeli and Arab response to
the Middle East peace in-
itiative announced by
President Reagan Sept. 1.
But he criticized Israel more
sharply for refusing
Reagan's call for a freeze of
settlements on the West
Bank.
Pym spoke at a meeting of
Jewish leaders from the
Commonwealth countries,
organized last week by the
Board of Deputies of British
Jews. He stressed that de-
spite his criticism of Israel's
negative response to the
Reagan proposals, Britain
had "deep respect" for Is-
rael, its democracy and
freedom.
