Churba Lashes Reagan Policy

Dr. Joseph Churba,
president of the
Washington-based Center
for International Security
and a former aciviser to
President Reagan, spent a
busy day Monday address-
ing the newly formed
Zionist Organization of De-
troit Einstein Luncheon
Forum, Wayne State Uni-
versity groups being inter-
viewed on WXYZ Radio and
culminating with a com-
prehensive, hard-hitting
presentation before a
capacity crowd at Cong.

Churba, who campaigned
actively for the election of

Reagan, broke with the
Administration when Cas-
par Weinberger was named
Secretary of Defense and
the campaign-plank of
Candidate Reagan had been
subverted to reflect the
position of the oil lobby and
to downgrade Israel.
Churba sees the Adminis-
tration as on a "collision
course" in regard to Israel
as it tries to hand the PLO
the victory they could not
win in the field. Churba dis-
counts the notion that Israel
is militarily dependent
upon the U.S.

"They've knocked out
two Soviet surrogate ar-
mies — the PLO and the
Syrian. They've found
the answer to the T-72,
the Soviet advanced
tank, with their armor-
piercing shell fired from
a 105mm gun. They've
immobilized the Syrian
SAMs and knocked out
their MIGs.
"They've done all this
without the loss of a single
tank; and they've used only
10 or 11 percent of their
military capability in this
operation."
The Lebanese war,
Churba maintains, has pro-
ven that Israel's military
prowess has reached a new
high and the nation is now
capable of changing the face
of the Middle East. In view
of the lack of any strategic
dialogue between the two
democratic nations, Israel
now has both the need and
the capability to take care of
its own security.
As a military and defense
expert, Churba deplores the
fact the U.S. is not now pur-
suing technological infor-
mation from Israel, which
can be extremely valuable
in U.S. defense planning
and can save the U.S. per-
haps billions of dollars.
"Instead," he says, "we
are pursuing an Arab-
first policy and placing
the Palestinian issue
foremost." Churba was
equally critical of U.S.
global security policies
and referred to Wein-
berger's defense efforts
as "amateurish." Secre-
tary Schultz, he charged,
is primarily interested in
petro-dollar diplomacy
and is recognized by the
Arabs as the "pre-
eminent American."
Churba called President
Reagan's Mideast peace
plan "a betrayal" of Israel
and praised the Begin-led
government for rejecting it.
He also said that Israeli
withdrawal from the West
Bank and Gaza to make
room for a PLO led state
would be "suicidal" for Is-
rael.
He called upon his audi-
ence to make its views
known in an effective and
organized manner and not
to be intimidated by such
slogans as "Reagan or Be-
gin," which smack of out-
right anti-Semitism.

60 percent of tanks, vehicles
and other major targets de-
stroyed on the ground dur-
ing the war in Lebanon.
Aviation Week and Space
Technology magazine

equipped with Soviet anti-
