Duty to Be Just and Role of the Vatican Is Defined by Springer

Secretary of State, Agos-
tino Casaroli, met the
head of the so-called
political section of the
PLO, Farouk Kaddoumi,
in March last year.
Now the venerable
Mother Theresa has gone to
Lebanon at the request of
the Vatican. She symbolizes
the Christian principles of
altruism and helping in a
place where there is great
human suffering. However,
the effect on public opinion
of her caring presence in the
midst of the tumultuous
events of war places an emo-
tional burden on Israel. The
impression which emerges
is that this sign of Christian
humanity is intended for
the victims of a war which
appears to have been caused

by Israel and for which Is-
rael can even be blamed. _
The situation would have
been different if the Vatican
had spoken out decisively to
the media against Palesti-
nian terror, and if it had
used its authority on behalf
of the Christians in Leba-
non, who have been the vic-
tims of bloody persecution.
However, Rome's- rela-
tions with the Arab coun-
tries remained largely un-
impaired by either this or
the aggression against Is-
rael. When Jewish people,
among them women and
children and old people,
were slaughtered by the
PLO, it may again have
been diplomatic skill which
prevented the Vatican from
addressing world opinion
openly on behalf of the vic-
tims. An omission which is
all the more unfortunate as

tention to itself with a
grossly one-sided attack on
the state of Israel.
To take sides in cases of
armed conflict would
certainly contradict the
Vatican's duty to serve
the cause of peace impar-
tially and to embrace all
the peoples of the earth in
its loving care. It would
also probably be out of
order to expect Rome to
sanction the Israeli ad-
vance on Beirut.
However, feeling and
showing understanding for
the Jewish state would not
only not contradict the prin-
ciple of impartiality, on
which Christian love for
mankind and the Vatican's
service of peace are based,
but would help to make

Vatican diplomacy too, is
aware of that fact that in
the wars that it had to fight,
Israel was always the coun-
try attacked and that the
Arab countries have always
been the aggressors. The
wise and experienced dip-
lomats of the Holy See also
know that the PLO used vio-
lence to establish itself in
Beirut, that it used the
Lebanese population as hos-
tages, and that it used PLO
bases in Lebanon to subject
Israeli and Lebanese citi-
zens to murder and_terror of
every description.
The pictures of destruc-
tion which we see today are,
in the last analysis, at-
tributable to acts of violence
committed by Palestinians
and Syrians. Beirut has
been a battlefield for years.
Knowledge and under-
standing of this ought to
suffice to prevent Vati-
can sympathies in this
conflict from siding with
the Arabs, thus placing
the Vatican's impartial-
ity in question.
At no time in the eventful
and bitter history of
Jerusalem have the three
major world religions,
which have their holy
places in that city, so
enjoyed protection founded
on ethical principles and to
such an extent, as they have
since Israel re-established
the unity of the city and
guaranteed its preserva-
tion.
When the German Nazi
state was murdering mil-
lions of Jews, the interna-
tional Christian community
was silent. Reparations,
which it is above all Ger-
many's duty to make, are in
addition a strong dictate of
the Christian faith; a dic-
tate which is made particu-
larly necessary by the de-
clared and proven intention
of the militant and terrorist
Palestinian organization to
destroy Israel.
It is bad enough in the era
of oil opportunism that
European politics have not
only failed to carry out this
duty, but have degenerated
into misconceived attitudes
which are ultimately di-
rected against Israel's right
to exist.

sentatives of the Young Is-
rael and religious Zionist
movements met last month
with a delegation of leaders
from a West Coast based
group of evangelical Chris-
tians which has expressed
strong support of the state of
Israel.
Evangelical Ministries
(TAV) has organized sup-
port within the fundamen-
talist Christian community
for Israel's actions in Leba-
non, and, last year, the
group sponsored a major
campaign on the West Coast
in opposition to the AWACS
arms sale to Saudi Arabia.
The two groups planned
efforts in support of Israel.

tention to defend itself
against the PLO by ad-
vancing into Lebanon. If
such reports turn out to
be true, this would mark
the nadir of treacherous
"diplomacy," in both

It is true that under the
leadership of Valery Gis-
card d'Estaing Paris went
too far in its support of the
aggressive Palestinians;
however this has been sur-
passed by the presidency of
Mitterrand.
It is only natural that Is-
rael feels alienated by the
fact that the perpetrators of
bloody anti-Semitic attacks
in France are only in very
few instances brought to
justice.
For the second time in
their very recent history the
Jews and their state Israel
have been abandoned; for
the second time, moreover,
in the face of a threat to
their existence. One does
not need to draw attention

to Germany's burden of
guilt and therefore special
obligation in order to feel a
sense of dismay at such a
failure.
Those whose con-
sciences prevent them
from condoning Israel's
action in Lebanon de-
serve respect. However,
to accord justice to the
Jewish people and to
their state, which has
been attacked, chal-
lenged and threatened, is
the minimum that Israel
has the right to expect
from other peoples and
other states.
