NEW YORK — A group
of 70 Jewish communal
leaders from Israel, Europe
and the United States were
the guests of the Romanian
Federation of Jewish Com-
munities for- five days last
month to celebrate the 70th
birthday of the Chief Rabbi
of Romania, Moses Rosen.
The celebration, which
included festivities in
Bucharest and six provin-
cial communities, came at a
time when Jewish emigra-
tion from Romania has be-
come inextricably bound up
with a national economic
crisis that has fostered an
intensification of
nationalist propaganda ac-
companied by repressive

tral point of my response to
that question.
"I believe in the Camp
David accords and in the
Camp David process. At
this time, I believe that
the United States can
make its major contribu-
tion to the peace effort by
focusing on the peace
process; by using its good
offices (including the
personal involvement of
the President) to expand
the number of parties in-
volved in the negotia-
tions and by offering its
services (again, including
the services of the
President) as an "honest
broker" in the negotia-
dons.
"Since I believe that our
major contribution is in
terms of process, it follows
that I believe the United

States would best fulfill its are involved in their respec-
function by not laying on tive approaches, and what
the table a specific negotiat- useful role we can play in
ing proposal. resolving those difficulties.
"Rather, I think the Our ability to play that kind
United States ought to see of role will be diminished if
what the parties involved we publicly enter the proc-
propose, what difficulties ess with a'specific solution."

Pursuant to a session
with Secretary of State
George ,Shultz, together
with Senate Minority
Leader Robert Byrd and
four other Senators, Sena-
tor Carl Levin presented his
views on major foreign af-
fairs matters for State De-
partment consideration.
Writing to Shultz after
that meeting, Levin stated:
"As you may recall, you
asked for a response to a
specific diplomatic formula;
one which would, in es-
sence, be directed to achiev-
ing full autonomy on the
West Bank (excluding
Jerusalem) while excluding
from the control of the gov-
erning body of that region
the issues of defense and
foreign affairs.
"I want to take this oppor-
tunity to emphasize the cen-

measures redolent of the
1950s.
Despite its -independent
foreign policy, Romania
remains subservient to the
Soviet Union in terms of
trade. Forced oil purchases
and the export to its domin-
ant neighbor eastwards of
prime agricultural produce
has resulted in deficit
spending and the complete
absence of stable consumer
commodities.
The Romanian Jewish
community consists of
some 28,000 Jews, split
almost evenly between
the capital and the prov-
inces. Although rich in
religious structures, it is
bereft of any long-term
future. The community is
all that remains from a
pre-war Jewry of some
800,000, half of whom
were killed in the
Holocaust. Some disap-
peared in the Soviet
Union when the eastern
territories were lost to
the Kremlin. More than
300,000 have settled in Is-
rael.
The situation of the Jews
in Romania is dependent
upon foreign support and
intervention. The Jackson -
Vanik amendment estab-
lishes the basis for an an-
nual Congressional review
of Romania's human rights
policy and Jewish emigra-
tion to establish its status as
a "most favored nation"
(MFN) and U.S. trading
partner.
In political terms, Rabbi
Rosen sees the removal of
MFN as potentially harm-
ful to Western interests as
Romania has only three
trade options: the Soviet
Union, the Arab world and
the U.S. market. If the lat-
ter is closed due to denial of
MFN status, the Soviets
and Arabs will reap the
benefits.
