Despite its -independent foreign policy, Romania remains subservient to the Soviet Union in terms of trade. Forced oil purchases and the export to its domin- ant neighbor eastwards of prime agricultural produce has resulted in deficit spending and the complete absence of stable consumer commodities. The Romanian Jewish community consists of some 28,000 Jews, split almost evenly between the capital and the prov- inces. Although rich in religious structures, it is bereft of any long-term future. The community is all that remains from a pre-war Jewry of some 800,000, half of whom were killed in the Holocaust. Some disap- peared in the Soviet Union when the eastern territories were lost to the Kremlin. More than 300,000 have settled in Is- rael. The situation of the Jews in Romania is dependent upon foreign support and intervention. The Jackson - Vanik amendment estab- lishes the basis for an an- nual Congressional review of Romania's human rights policy and Jewish emigra- tion to establish its status as a "most favored nation" (MFN) and U.S. trading partner. In political terms, Rabbi Rosen sees the removal of MFN as potentially harm- ful to Western interests as Romania has only three trade options: the Soviet Union, the Arab world and the U.S. market. If the lat- ter is closed due to denial of MFN status, the Soviets and Arabs will reap the benefits.
