AJCampaign Commences

cautioned that needs

met even as the commit-
ment to Israel is fulfilled.
Campaign progress re-
ports were presented as
Kogan called upon the
chairmen of the profes-
sional and trades divi-
ns, as well as the Wo-
_ ,n's, Metropolitan and
Junior divisions.
Guest speaker was Dan
Pattir, a leading Israeli
political correspondent and
government adviser. Pattir
recently returned from
Egypt, where he met with
President Hosni Mubarak
at Israel Prime Minister
Menahem Begin's request.
Pattir told the 300 per-
sons at the Campaign open-
ing that we must all be more
patient with Middle East
developments. He said
there was a euphoria after
Israel's War of Indepen-
dence because the fighting
had ended. But it took 30
years, an entire generation,
to sign a peace treaty with
Egypt.
"Sadat came to Israel 41/2
years ago," he said "Now
some people look at it as just
a passing episode." He said
cynicism is beginning to
prevail. _
He added that in his
opinion, despite what
some Israelis may say or
do, "There is no doubt in
my mind that Israel will
implement the peace
treaty in full on April 25."
He also believes that
Egypt will live up to its
commitments under the
Camp David Accords and
the peace treaty because it
is in Egypt's national inter-
est to do so.

Pattir, who spoke to
Egyptian President Hosni
Mubarak last month in
Cairo on behalf of Israeli
Premier Menahem Begin,
said Mubarak believes in
the peace process. He said
Mubarak does not want
Egypt to be an opponent of
Israel because Egypt faces
Soviet-backed threats from
Libya and Ethiopia.
Pattir added that Egypt
has much to gain in the form
of U.S. aid and Mubarak
told Pattir that Egypt would
never rejoin the Arab na-
tions because of pressure
from the Arabs.
He said the U.S. must
play an important role in
the peace process, add-
ing that the Reagan Ad-
ministration must give
the process more public
support in order to blunt
the actions of the Arab re-
jectionists.
Touching on the unrest in
the administered ter-
ritories, Pattir said he be-
lieved much of the unrest
was due to the challange
posed by Palestinian ele-
ments to the PLO-backed
Arab mayors in Judea and
Samaria. The PLO, he said,
has ordered the Arab
mayors to create incidents,
to do whatever necessary to
blacken Israel's image.
He downplayed the Likud
coalition's problems in the
Knesset, saying that the
political situation should

not be viewed as something
wrong. "This is a healthy
situation," he said. "It is
democracy in action."
Pattir concluded his
speech by citing three posi-
tions which form a national
consensus in Israel: the
country's security is the key
to any Palestinian au-
tonomy plan; all political
parties are committed to
fulfilling the peace treaty;
as long as there is no solu-
tion to the autonomy ques-
tion there will be violence in
the administered ter-
ritories, but there is no need
to hurry a solution.
At the conclusion of the
meeting Sol Drachler,
executive vice president
of the Jewish Welfare
Federation, told the
audience that the Cam-
paign total to date of $14
million represented only
two-thirds of the con-
tributors who will be con
tacted. He added that the
14,862 pledges in hand
represent an increase of
$1 million over the same
pledges last year.
Based on the figures,
Drachler projected a 1982
Campaign total of $19 mil-
lion, which would be a
peace-time record for the
Detroit Jewish community.
Separate pledges for Proj-
ect Renewal brought the
four-year Detroit total for
that project to $5,921,897.
