Cabinet Approves Committee of Inquiry
JERUSALEM (JTA) —
The Cabinet approved the
terms of reference of a com-
mittee set up by the gov-
ernment to investigate the
publication of the names of
public figures and others
who are suspected or ac-
cused of alleged wrong-
doings before any charges
are brought against them.
The committe, headed by
former Supreme Court
Judge David Bechor, is to
follow guidelines drafted by
Justice Minister Moshe
Nissim.
It was established as a re-
sult of media disclosures
last week that Minister-

dismissed by the attorney

But Modai said his name

manded an inquiry aimed at
new legislation to establish
standards of conduct for the

The committe will - not
deal specifically with police
conduct of such investiga-
tions but will study the
problem of "leakers," a hint
that sources in the police es-
tablishment sometimes slip
information to journalists
about ongoing inquiries
while they are still in the
initial stage.
The committee will also'
consider the problem of
Knesset members "who
misuse their immunity" to
make false charges.

VIENNA (JTA) — Arab
sources will finance a huge
new international confer-
ence center the government
plans to build here, reviving
a project approved 10 years
ago but abandoned for lack
of funds.
The deal, reportedly
engineered by Chancellor
Bruno Kreisky during his
recent visit to the Persian
Gulf states, has been
strongly opposed by the con-
servative opposition in Par-
liament and was decisively
rejected by 90 percent of the
participants in a referen-
dum on the subject.
Details of the financial
arrangement are not
known. It is assumed that
Kuwait will provide a large
part or all of the 7.5 billion
schillings (about $1.5 bil-
lion) needed at four -to six
percent interest. Over a
period of 20-30 years, the
government would buy the
center back from the Arabs.
The conference center is
to supplement the existing
office towers of the United
Nations International Cen-
ter on the east bank of the
Danube River_

NEW YORK (JTA) — Is-
rael succeeded in reducing
inflation by 31 percentage
points. last year while in-
creasing its gross national
product, boosting exports
and raising productivity, it
was reported by the Israel
Economic Mission in New
York.
At the same time, unem-
ployment was kept down to
the 1980 level of 5 percent
and the civilian balance-
of-payments deficit declined
by 5 percent, Uri Oren,
spokesman for the mission,
announced.
The December inflation
rate was 5.2 percent, bring-
ing the total for the year to
101.5 percent. The 1980 fig-
ure was 133 percent and the
inflation rate in 1979 -was
111 percent.
The 1981 decline in the
rate of inflation, coupled
with strength in other
sectors of the economy,
was "in keeping with the
timetable for economic
recovery set by Finance
Minister Yoram Aridor
when he took office last ,
February and declared
his goal to be the reduc-
tion of inflation in-1981 to
approximately 100 per,
cent," Oren said.
