Israel - Diaspora rela-
tions have been a trouble-
some issue since the crea-
tion of the Jewish state.
Whether it was David
Ben - Gurion, Israel's first
premier, questioping the
legitimacy of Diaspora
Jewry or the present official
position of partnership
there has always been an
uneasiness, despite the
strong ties, between the
Jews of Israel and the Jews
outside, particularly those
in the United States.
STUART EIZENSTAT
An interesting point of
view on this issue was given mechanism or structure
recently by Stuart for Diaspora-Israel dis-

Eizenstat Addresses Problem
of Israel - Diaspora Relations

But, Eizenstat argued,
what Israel does has "a di-
rect impact" on American
Jewry. His answer is to
draw a distinction between
"those actions taken by Is-
rael which directly affect us
as a people — peoplehood is-
sues — and those taken by
Israel as sovereign nation-
state which directly affects
us." While American Jews
have aright to comment on
both, "the expression of that
comment should differ."
Eizenstat was also criti-
cal of the relationship bet-
ween Premier Menahem
Begin and the Moral Major-
ity headed by the Rev. Jerry
Falwell. "I fully understand
that from the Prime Minis-
ter's and Israel's standpoint
friends must be cultivated
wherever they are found,"
he notes. "But such public
visible embraces help give
credibility to a group whose
positions on many issues
adversely affect American
Jews .. .
"Moreover, his (Falwell's)
organization helped defeat
many staunchly pro-Israeli
Senators like Frank Church
(D-Idaho) upon whom the
government of Israel relied.
Greater sensitivity to these
problems might lead to a
more discreet relationship
with Rev. 'Falwell."
Eizenstat suggested the
creation of "a regular

can Jews who would
meet bi-annually with Is-
raeli officials to discuss
mutual concerns.
"If Israeli government
leaders lightly dismiss the
views of serious Diaspora
leaders and if this and other
effective means for the pri-
vate expression of views
cannot be found, we will see
a mounting frustration in
Diaspora Jews and more
public criticism," Eizenstat
warns.

make the
mess less.

development areas, com-
pared to 50 percent in 1979.
