State Dept. Sees Possibility of Palestinian State in M.E.
WASHINGTON (JTAl —
The State Department said
last week that while the
United States'does not ad-
vocate the creation of a
Palestinian state, it does
not rule out that such a
state could come into exist-
questions from reporters.
But that does not necessar-
ily mean that it should be
ruled out of negotiations. I
do not think that any
American Administration
could put itself in that posi-
tion." '
ence through negotiations.
"I don't think you have
found any United States
Administration in recent
years that advocated a
Palestinian state," depart-
ment spokesman Dean
Fischer said in response to

Fischer denied that Sec-
retary of State Alexander
Haig meant to imply, when
he told a Congressional
committee last week, that
Saudi Arabia's proposal for
a Palestinian state with
East Jerusalem as its capi-
tal was "especially Ilium- '
ceptable" to the United
States, that it ruled out
negotiations.

Women Rabbis
Are Advancing
WASHINGTON — The
Senate Foreign Relations
Committee this week,
unanimously approved the
nomination of Elliott Ab-
rams to be assistant secre-
tary of state for human
rights.
The nomination must
now be approved by the full
Senate. Abrams was nomi-
nated after Ernest Lefever
was rejected by the Senate
committee and his name
was withdrawn. Lefever
had advocated the scrap-
ping of many human rights
laws and formerly had ties
with Liberty Lobby.

Fischer also said the
United States had made it
"clear" to Israel that it does
"not condone" over-flights •
of Saudi Arabia, such as the
one by Israel earlier this
month in which the Israeli
planes left after being con-
fronted by Saudi aircraft.
NEW YORK (JTA) — A
growing number of the
women who have been or-
dained as Reform and Re-
constructionist rabbis since
such ordinations began in
1972 are being placed as
"solo" rabbis, spiritual
leaders of congregations too
small to need more than one
rabbi, the Jewish Tele-
graphic Agency was in-
formed in its annual survey
on the status of women rab-
bis in America.
During the past summer,
14 women were ordained as
Reform rabbis and four as
Reconstructionist — mak-
ing the grand total of
American women ordained
as rabbis 47 — 37 Reform
and 10 Reconstructionist.
Rabbi Joseph Glaser,
executive vice president of
the Central Conference of
American Rabbis, the Re-
form rabbinical association,
told the JTA that eight of
the movement's 37 women
rabbis have been placed in
solo pulpits, presumably a
step up the rabinical career
ladder from the far more
typical position of assistant
rabbi held by most of the-
women rabbis.

Fischer said Haig had
pointed out that most of
the eight-point Saudi
plan was unacceptable
because it laid down
conditions that should be .
negotiated. He said Haig
was saying that a Pales-
tinian state was "unac-
ceptable unless and until
it is negotiated." Fischer
added the peace process
is the "appropriate"
means for deciding this
and other issues.
