Rabbi Samuel Cooper after
49 years of pioneering serv-
ice at Bnai Jacob
Synagogue in Charleston,
W. Va.
Rabbi Cooper is the
brother of Meyer Cooper,
who has a half-century re-
cord of Zionist, congrega-
tional and communal serv-
ices in Detroit.

He was named West Vir-
ginian of the Year in 1964.
Rabbi Cooper has served
as president of the Zionist
Region of Ohio, Indiana,
Kentucky and West Vir-
ginia; has chaired the West

Virginia Human Rights
Commission and the Char-
leston Housing Council; and
is a member of the national
council of the America Is-
rael Public Affairs Commit-
tee, the board of the Jewish
Home and Hospital for Aged
in Pittsburgh, the executive
committee of the Rabbinical
Council of America.
He was West Virginia's
delegate to the American
Jewish Conference and a
delegate to the World
Zionist Congress in Basle,
Switzerland.

WASHINGTON (JTA) —
The State Department
Tuesday welcomed French
President Francois Mit-
terand's statement that
France would be willing to
participate in the multina-
tional force that is to patrol
the Sinai after Israel's final
evacuation in April 1982.
State Department De-
puty spokesman Allan
Romberg said that French
participation would be a
"significant contribution"
to the Multinational Force
and Observers (MFO).
Romberg refused to say
whether the French gov-
ernment had made this atti-
tude officially known to the
U.S., saying he was only
commenting on the Mitter-
rand interview.
In a related development,
Mitterrand said that he
supports the peace pro-
posals of Saudi Arabian
Crown Prince Fand because
they "can open up dis-
cussions" in the Middle East
leading to peace in that
area.
The important point of
the eight-point proposal by
Fand is "recognition of all
states in the area" which in-
cludes Israel, Mitterrand
said on the ABC-TV "Issues
and Answers" program
filmed in Paris before he left

Mitterand Favors French
Participation in Sinai Force

broadcasting Oct. 13 with
an English program of

The broadcasts, financed
