War Crime Trial
Procedures? -
TORONTO (JTA) — The
Canadian Bar Association
has adopted a resolution
calling on the government
to broaden its criteria for
the trial of persons in
Canada accused of war
crimes.
The resolution, intro-
duced by Winnipeg lawyer
David Matas, was approved
after minimum debate by
the 150 delegates attending
the 30,000-member bar
association's convention in
Vancouver.
Matas, who headed the
committee drafting the
resolution, is chairman of
the special war crimes
committee of the Canadian
Jewish Congress. He noted
that there were three chief
obstacles to prosecution in
the present War Crimes
Act. It provides only for
prosecution of war crimes
but not of crimes against
humanity; it provides only
for military trials; and only
crimes against Canadians
may be prosecuted.
The resolution would
have the government pass
legislation allowing civilian
trials of any one accused of
crimes against humanity.
Prosecution would be possi-
ble regardless of whether
the crimes were committed
during a war in which
Canada was engaged and
crimes against the civilians
would be prosecuted if the
accused is found in Canada.

and California, and the

said.
He stated that the re-
sponse thus far has been
most heartening, that all
the Reform rabbis and their
congregations are respond-
ing to the new, unified ef-
fort, and that the need to
strengthen the teaching
facilities is receiving full
cooperation.
The initial meeting of the
HUC-JIR Michigan Friends
was addressed by Dr. Alfred
Gottschalk, HUC-JIR
president.

Near Litani River
TEL AVIV (JTA) — Vis-
itors reaching south Leba-
non from the north of the
country report that the
Palestine Liberation
Organization has brought
up tanks, artillery and
other heavy military
equipment to the area of the
Kashmiyeh bridge over the
Litani River, now being re-
built by the Lebanese and
after having been destroyed
by Israeli air raids some
months ago.
The visitors said the PLO
is apparently waiting for
completion to rush men and
equipment forward into
southern Lebanon, nearer
the Israeli border.
The PLO is said to have
moved up some 20,000 tons
of military equipment and
ammunition.
Since the cease-fire at the
end of July the PLO and
their leftist allies are re-
ported to have breached it
18 times in southern Leba-
non, 12 attacks or at-
tempted attacks within Is-
rael and 8 attacks in the
West Bank and the Gaza
Strip.
