Aliya Is on Communal Agenda,
Seek Increased Local Concern
Increased interest in
aliya to Israel was inspired
by a brief visit here Sunday
of Jay Shapiro, a liaison
emissary assigned to define
the urgent need both of
encouraging an increase in
Americans settling in Israel
as well as assistance to
those either going to Israel
or already settled there.
Shapiro, an affiliate of the
Israel Aviation Industries,
who left his Pittsburgh
home 16 years ago to settle
in Israel, was here on a spe-

Shapiro said that in addi-
tion to encouraging full-
time aliya the movement
can be helpe'd by encourag-
ing part-time settlement in
Israel in the hope of even-
tual integration and per-
manent residence by the
settlers. His proposal intro-
duces two programs "for
Americans who wish to
enjoy a serious, in-depth liv-
ing experience in Israel."
He defined the proposal as
follows:
The programs are: living
experience, a "non-program
program" for individuals
and families who wish to
spend at least one year in
Israel; and cooperative edu-
cation, the expansion of an
on-going program in which
serious students, particu-
larly in the engineering
fields, are able to work for
six months in Israeli indus-
try.
