Gerald R. Carlson, an av-
owed racist and former Nazi
Party member who was de-
feated in two Michigan
Congressional elections,
has entered the contest to
fill an inner-city Philadel-
phia Congressional seat.
Carlson gained notoriety

last year when he won a Re-
publican primary in a
heavily-Democratic dis-
trict. He lost in the Novem-
ber general election and lost
again this spring in the
primary race to fill the seat
of former Michigan Con-
gressman David Stockman,
