PLO-UNIFIL Relations Failing, Tension Mounts at Border
JERUSALEM (JTA) —
The United Nations has
taken notice of the deter-
iorating relations between
its forces in south Lebanon
and the Palestine Libera-
tion Organization. Secre-
tary General Kurt Wal-
dheim referred to the situa-
tion in his report to the Se-
curity Council this week
prior to the semi-annual re-
newal of the council's man-
date to the United Nations
Interim Force in Lebanon
(UNIFIL).
The Security Council
Wednesday extended the
UNIFIL mandate for an-
other six months. The vote
was 12-0 with two absten-
tions — the Soviet Union
and the German Demo-
cratic Republic (East Ger-
many). The People's Repub-
lic of China did not partici-
pate in the vote.
In recent weeks, UNIFIL
has stopped and turned
back numerous terrorist

groups were disarmed and
ousted from the UNIFIL-
controlled zone Monday
night in what was an appar-
ent attempt to infiltrate
across the Israeli border. Is-
raeli sources say the PLO
command in Beirut is delib-
erately "heating up" the
south Lebanon region.
Waldheim's report spoke
of "a definite hardening of
position on the part of cer-
tain groups of the 'armed
element' toward UNIFIL."
The armed element is
the UN's codeword for
the PLO. It refers to Maj.
Saad Haddad's Christian
militia as the "defacto
forces."
The secretary general
noted heightened and ongo-
ing tension between the
PLO and UNIFIL's Fijian
battalion in the wake of a
stand-off earlier this month
when the Fijians took up
positions on the road to Tyre
and refused PLO demands
to evacuate them. Both
sides brought' up re-
enforcements. While no
shooting occurred, tension
persists.
Waldheim also reiterated
his concern over Haddad's
harassment of UNIFIL,
particularly his restriction
of the transit of its supply

Border Moves
Knesset Foreign Affairs
and Security Committee,
said that he met last week
with Percy and discussed
with him reports that the
senator had called for the
establishement of a Pales-
tinian state.
Speaking at a press con-
ference in New York last
week, Arens said he was
told by Percy that his re-
marks regarding a Palesti-
nian state were not coordi-
nated with President-elect
Reagan or his advisers.
Percy, Arens added, also
said that his remarks were
made at a meeting with
Soviet Foreign Minister
Andrei Gromyko and not, as
had been reported in the
press, with Soviet President
Leonid Brezhnev.
In a related development,
the State Department has
asked the Justice Depart-
ment to investigate leaks of
confidential diplomatic ca-
bles involving statements
about a Palestinian state
reportedly made by Sen.
Percy last month.
