Carter For The Record
Carter reneges on commitment to sell CBU-72 anti-personnel
bombs to Israel. Claims action is part of an "overall cutback in
arms sales" but incredibly, allows decision to sell 650 television
guided Maverick air to ground missies to Saudi Arabia stand.
Carter bans sale of Israel Kfir aircraft to Equador costing the
struggling Israel economy more than 200 million dollars.
1975 The U.S. signs a binding Memorandum of Agreement
with Israel, whereby the U.S. will not recognize or negotiate
with the PLO so long as the PLO does not recognize Israel's
right to exist.
- Based on this "binding" agreement, it appears the U.S. is
obligated not to deal with or recognize the PLO in any way. Yet,
the Carter administration's subsequent actions circumvented this
obligation.

Nations at UN reception.
- Israel "temporarily" removed from receiving priority in arms
shipments.
- State Department report on human rights violations gives more
proportional space to Israel than any other country.
Three fatefull events took place. President Carter's
1977
speech in Clinton, Mass. where he said it was an "ultimate re-
quirement" to provide a homeland for Palestinian refugees;
President Carter's decision in the same year, in a meeting with
Prince Fand of Saudi Arabia, to accept a memorandum ap-
parently especially prepared for him by the Palestine Liberation
Organization; and President Carter's decision in October, 1977,
to agree to a Joint Communique with the Soviet Union which
called for the "participation of all the parties involved in the
(Middle East) conflict including those of the Palestinian people."
5 09 1977 Carter praises President Hafez Assad of Syria as
a "strong and moderate" leader. King Hussein of Jordan wins
equal praise. Assad later announces that he will not recognize
Israel even if it withdraws completely to pre-1967 borders.
5 17 1977 Hysterical reaction in White House to election of
Likud Party of Menachem Begin.
Carter signs legislation easing restrictions on

PLO representatives to the United States. When asked if this
marked a change in official policy a spokesman replies, "it's just
a coincidence."
10 01 1977 Joint US/USSR statement pronouncing support
for the "legitimate rights of the Palestinian people" astonishes
the world. PLO spokesman calls the statement a "constructive
step toward an eventual just settlement.
- One hundred thirty-six members of Congress send letter to
Carter expressing "grave concern" over the US/USSR corn-
munique. Letters pour into the White House expressing similar
worry.

" . . . settlements in occupied territories are illegal and an obstacle
to peace."
- Ambassador Andrew Young meets with PLO representative
Farouk Kaddoumi. Kaddoumi previously has been quoted as
saying, "The Zionist ghetto of Israel must be destroyed."
2 14 1978 Administration notifies Congress of its intention
to submit "letters of offer" for the sale of 60 F-15 aircraft to Saudi
Arabia (20% more than the Saudis requested ), 50 F-5E aircraft to
Egypt, and 75 F-16 plus 15 F-15 aircraft to Israel (only one-half of
the Israeli's request).
- Zbigniew Brzezinski berates American Jewish community
leaders for what he sees as their shortsighted, non-global,
parochial view of the Middle East.
- Carter calls Saudi Arabia "one of our closest allies, staunchest
friends and economic partners. . . Saudi Arabia has never had
any aggression against Israel." Carter conveniently forgot the
1973 Yom Kippur War.

3 11 1978 PLO claims responsibility for terrorist attack on
bus in Israel killing 36 civilians and wounding another 85. Carter
refuses to critize the PLO directly saying the administration "is
not in a position to say that this is in fact linked or not linked to
any particular organization."

Meeting in Washington, D.C. Senator Lowell Weiker is given
standing ovation . . . "The fact is that the Carter administration
from its inception has deliberately pursued a policy of confronta-
tion with the Government of Israel."
5 11 1978 PLO opens the Palestine Information Office in
the nation's capitol.
9 23 1978 Carter defends right of PLO to operate Informa-
tion Office, when questioned on the issue of Aliquippa, Penn-
sylvania.
- As vote on plane sale approaches White House aides Hamilton
Jordon, Jody Powell, and Frank Moore are reported to have
boasted privately about "breaking the ass" of the pro-Israel lobby.

sidered slap in the face of the Israelis. Noted Prime Minister
Begin: "What Saunders did was very serious indeed, particularly
the contemptous attitude displayed toward Israel and its
government. -
- Carter calls part of Jerusalem "occupied Arab territory."
- Cyrus Vance returns from Middle East -Claiming Israel is solely
to blame for the missed December 17, 1978 deadline on the
Egypt-Israeli peace treaty.
2 15 1979 When asked at a reception given by the Libyan
delegation to the United Nations about his attitude toward Jews,
the president's brother Billy remarks, "They can kiss my ass as
far as I'm concerned . . . "

Carter finally disvows brother Billy's anti-semetic remark.
3 26 1979 Egypt-Israeli peace treaty signed at White House
three months past deadline.
7 26 1979 Ambassador Andrew Young makes news again
when he holds a secret meeting with Zehdi Labib Terzi, the
PLO's United Nations observer.
8 15 1979 Ambassador Andrew Young is asked to resign.
Carter waits until the middle of September before making it
clear that the resignation was not a result of pressure from the
Jewish community.
- Ambassador Donald McHenry during a trip to Israel refused,
after four separate requests by the US Embassy, to lay a wreath
at Yad Vashem - the memorial to the six million Jews who died
in the holocaust. McHenry said he was afraid of Arab reaction.
3 01 1980 United Nations Security Council passes Resolu-
tion 465 condemning Israel. US Ambassador Donald McHenry,
on Carter's orders, casts vote demanding the dismantling of
Israeli settlements on the West Bank, rejecting Israel's rights to
the Old City of Jerusalem, and declaring Israel's annexation of
East Jerusalem to be illegal.
3 03 1980 After stunning the world, Carter calls UN vote a
"mistake."
4 28 80 Iranian Hostage Fiasco and Vance resigns.
- End of August - Carter proposes sales of 8 Frigates to Iraq.
6 16 80 Proposed advancing capabilities of F-15S for Saudi
Arabia after assurance in 1978 not to do so and after non-
participation in Peace process.
Billy Carter registers as foreign agent with the

Libyan government.
7 23 80 One hundred M-60 Tanks to Jordan as reward for
non-participation in Peace process.
9 02 80 Libya and Syria announce merger.
- Lybian Footnote: The Carter administration has dealth with
Libya despite the fact that Libya has triggered military conflict
with Egypt (which could have resulted in a- great gain for the
Soviet Union had Sadat's government fallen as a result) and is
underwriting those opposing the Camp David agreements.
