UNIFIL have begun
evacuating four outposts
situated within Haddad-
controlled territory in an ef-
fort to reduce tensions in the
area. Irishmen manning
these positions were being
replaced Wednesday by
Norwegians and others.
The Irish diplomatic in-
itiativeis aimed in three di-
rections:
• In Washington, the
U.S. is being asked to
pressure Israel to cease
supporting Haddad. (Is-
rael has long been careful
not to supply the Haddad
militia with American-
weaponry
supplied
which could be con-
strued as breach" of the
terms of purchase.)
• In Brussles, the Irish
foreign minister was to take
up the question at a meeting
of the EEC Council of
Ministers, with a view to
achieving a concerted EEC
approach to Israel.
• Ireland is also seeking
a conference, under UN
aegis, of the defense minis-
ters of the 10 countries
which contribute troops to
UNIFIL.
These are Fiji, Ghana,
Ireland, France, Norway,
Holland, Nigeria, Nepal,
Senegal and Italy.
This three-pronged ef-
fort is designed, accord-
ing to Ambassador Ro-
nan, to achieve the
short-term goal of
greater safety for Irish
and other UNIFIL troops,
and the long-term goal of
enabling UNIFIL to ex-
tend its area of control
into the "enclaves" pre-
sently run by Haddad.
Ronan says his govern-
ment believes Haddad is not
effective in stopping PLO
incursions into Israel while
UNIFIL has had a good re-
cord in this respect, and
would be even more effec-
tive if it did not have to
worry about Haddad's con-
stant harassment of its
forces.
Israel's position — and
there are no signs in
Jerusalem that this basic
position is undergoing re-
view — is that Haddad has
been effective in preventing
PLO incursions and that
UNIFIL's record in this re-
spect is patchy at best. Is-
raeli sources point or ' that
some 30 or more Palestinian
terrorist encampments are
known to exist within the
UNIFIL-controlled area.
In Tel Aviv, Defense
Minister Ezer Weizman ex-
pressed deep regret over the
killing of the two Irish
soldiers. •
According to Haddad's
version of the incident,
an American observer,
Major Harry Klein of
Kalamazoo, Mich., ac-
companied by a French
colleague, three Irish
soldiers and two jour-
nalists disguised as UN
personnel, entered Shisi
village without making
the necessary ar-
rangements with the
liaison officer or obtain-
ing the usual escort of
Christian milita..
Haddad said that the vil-
lagers halted the group and
demanded to know if Irish
soldiers were among them.
When Klein. replied that
there were and pointed
them out, the villagers
seized two of them. Both
were later found dead.
An anti-Israel draft reso-
lution has been submitted
by Tunisia to the Security
Council. The resolution
called upon Israel to totally
withdraw from Lebanon
and for Israel to ha _ ld all
military actions.
At the same time, the
U.S. has told Israel that it
would veto any .3ecurity.

cials are preparing to sell
Saudi Arabia "a considera-
ble amount" of additional
military equipment, but
that they will not provide
some of the "accessories"
that the Saudis have indi-
cated they want.
According to informed

has made known that it
would be "difficult" to fulfill

F-15 warplanes which
would give them added
range; multiple ejection
racks that would increase
the F-15s attack payload;
and the special "AWACS"
aircraft with advanced
radar that could be used as a
"common plane" for F-15
squadrons. The U.S. is pro-
viding F-15s, one of its most
sophisticated combat air-
craft, to the Saudis.
Since Saudi Arabia is a
principal supplier of oil
to the U.S., the Adminis-
tration is seeking appro-
priate language to inform
the Saudis just what
weaponry it will be
possible to provide at this
time.
'First reports of new
weapons sales to Saudi
Arabia — which has bought
billions of dollars worth of
military equipment from
the U.S. over the last five
years — indicated that a
program of the magnitude
desired by the Saudis would
run into strong opposition
from friends of Israel in
Congress and would not be
feasible during the
Presidential election cam-
paign: --
But, while Israel in prin-
ciple is opposed to supplying
Saudi Arabia with military
equipment in excess of its
perceived defense need,
there has been no sign by
Israelis here or by anyone in
Congress ' of opposition to
the latest military sales
program for the Saudis.

Stephen Griffin, 21, of Gal-
way, Ireland, who died in a
Haifa hospital last week of
wounds he received during
a skirmish in south Leba-

his kidneys were donated

NEW YORK (JTA) — A
warning that cuts in fund-
ing already were underway
for both Jewish centers and
Jewish community councils
was sounded by a New York
Jewish communal leader at
a seminar, held at the Fed-
eration of Jewish Philan-
thropies, called to consider
relationships between the
two types of Jewish agen-
cies.
The warning was made by
Rabbi David Cohen, execu-
tive director of the Met-
ropolitan New York Coor--
dinating Council on Jewish
Poverty.
