Kennedy Outlines Criticism
of Carter's M.E. Record

Democratic candidate for
President U.S. Senator Ed-
ward Kennedy, responding
to supporting groups from--
the Greater Detroit Jewish
community, told of corn-
mitments to keep
Jerusalem undivided, to
lend aid for Israel's security
and to curb arms sales to
Arab countries when they
pinpoint harm for Israel.
The Detroit Jewish lead-
ership in behalf of Kennedy,
who are striving to assure a
-Michigan delegation to the
national Democratic con-
vention in support of Ken-
nedy, includes Ivan Block;
Joseph Forbes, majority
leader in the Michigan
House of Representatives;
and a growing group of
prominent personalities.
In his message to his
Jewish supporters, Ken-
nedy said, inter alia:
"American friends of Is-
rael have a special reason
for concern at the failure of
the Carter Administration.
Rising inflation means
ever-higher costs for the
military equipment Israel
requires to deter aggres-
sion, to repel terrorism and
to defend herself in the
event of attack. Growing
unemployment means so-
cial discontent and an at-
mosphere that discourages
assistance for our friends
and allies abroad.
"What lies behind the
President's on-again
off-again flirtation with
the Palestine Liberation
Organization? When did
it take the President six
weeks to acknowledge
that Israel and the
American-- Jewish com-
munity had absolutely
nothing to do with forc-
ing the resignation of
Andrew Young? Con-
sider the damage to
black-Jewish relations
caused by the intolerance
bred of Administration
insensitivity and incom-
petence.
"Why did the Carter Ad-
ministration vote at the UN
to brand Jerusalem 'occu-
pied territory'? Does the
President not recognize the

Touro Will Open Its Law School

NEW YORK — Touro
College, a private college
which stresses Jewish cul-
ture, will open a law school
in September, announces_
Dr. Bernard Lander,
president of the college.

Most of the 150 students
for the entering class have
been selected. The pro-
grams include a selection of
courses in Jewish and
Soviet law and in the inter-
national commercial law of
such countries as China,

cation with the City of
David? For myself, I am
committed to both an undi-
vided Jerusalem and an Is-
rael with secure, defensible
and recognized borders.
"Why did President Car-
ter insist on selling arms to
Saudi Arabia — a measure I
strongly opposed on the Se-
nate floor. Did he really be-
lieve, as he assured us, that
the Saudis would be a 'force
for moderation' in the Mid-
dle East?
"No matter what the fu-
ture may hold, my concern
for Israel will remain un-
wavering. Israel is not just a
Jewish issue; it is a moral
and security issue for all
Americans."

Villagers Attack
Israeli Soldiers
in West Bank

TEL AVIV (JTA) —
Three Israeli soldiers were
attacked Monday by several
hundred villagers in Dir el
Assad village in the
Judaean region. of the West
Bank and were forced to
open fire to protect them-
selves.
Two of the soldiers were
injured and three of the vil-
lagers were wounded, one of
them seriously. Police and
army reinforcements
searched the village after-
wards and arrested 20
Arabs suspected of par-
ticipating in the attack.
According to eyewitness
accounts, the soldiers were
riding in a car with civilian
license plates which sud-
denly came under a barrage
of stones and chunks of
wood. A bus, parked on a
downward slope on the
main road, had its brakes
released and careened into
the soldiers' car.
As the soldiers tried to ex-
tricate themselves, they
were besieged by hundreds
of villagers. At that point,
they fired their weapons
and managed to keep the
mob off until reinforce-
ments arrived. There was
no indication of what pre-
cipitated the incident. An
official investigation is
being conducted.

Carter Chooses
New Adviser

WASHINGTON
Alfred Moses was recently

ney, was told by President
Carter that he would have

ory post.
