Blum: Israel Has Duty to Protect Lives and Safety of Its Citizens

measures necessary to pro-
tect the lives and safety of
its citizens," Israel's Am-
bassador to the United Na-
tions, Yehuda Blum, told
the Security Council Mon-
day.
The council met for the
second time to discuss the
situation in south Lebanon
after a brief meeting Sun-
day on the subject at the re-
quest of the Lebanese gov-
ernment.
Sunday's meeting was to
discuss Secretary General
Kurt Waldheim's special
report on the current situa-
tion in Lebanon and fol-
lowed consultations among
council members earlier in
the day. The Lebanese re-
quest for the meeting was
prompted by the entry of Is-
raeli forces into south
Lebanon last week in the af-
termath of a terrorist attack
on Kibutz Misgav Am in
upper Galilee last week.
The Israeli envoy
stated that Israel's action
in south Lebanon was an

right which is recognized
by the UN Charter. Blum
told the Security Council
that in the course of the
last year, Israel has foiled
at least 10 attempts by
PLO terrorists to cross
the border into Israel
from the area of opera-
tions of the United Na-
tions Interim Force in
Lebanon (UNIFIL).
Noting that in the last de-
cade, PLO terrorists and
"thugs" have committed
many atrocities _ and
slaughtered Israeli chil-
dren, Blum said, "Israel has
brought all these incidents
to the attention of the Secu-
rity Council and the Secre-
tary General, but to no
avail."
He said that the local
Lebanese forces in south
Lebanon are the only pro-
tection of the villagers and
villages in that area. "No
credible alternative to those
local forces has yet been
presented," he said.
Meanwhile,
in
Jerusalem, officials have
been hard pressed by sev-
eral foreign ambassadors —
as have Israeli ambassadors
in a number of European
countries — over the recent
violent clashes in south
Lebanon between Maj. Saad
Haddad's Christian militia
and units of the United Na-
tions Interim Force in
Lebanon (UNIFIL).
The Irish ambassador
to Israel, a non-resident
stationed in Athens, was
hurriedly ordered to
Jerusalem last week and

is still there, making anx-
ious representations to
the Foreign Ministry.
Norway, which also has a
unit in UNIFIL, has been
among the most forceful
of the countries express-
ing concern over the
south Lebanon situation.
Norway's protest was
focussed on the alleged
shelling by Haddad's ar-
tillery of a field hospital
manned by Norwegian
personnel.
Foreign Minister Yitzhak
Shamir told the Irish envoy,,
Sean Ronan, that Israel was
doing its utmost to restore
quiet in the areas held by
Haddad which are just
across the boarder from Is-
rael. The same message has
been conveyed to the other
countries that have ex-
pressed their anxiety.
In a related development,
the UN Security Council
met briefly to discuss Secre-
tary General Kurt Wal-
dheim's special report on
the present situation in
Lebanon.
Lebanon had called over
the weekend for a meeting
of the council to discuss Is-
rael's incursion into an area
of Lebanon following a ter-
rorist attack on Kibutz Mis-
gav Am.
Meanwhile, Israeli
forces continued their
withdrawal from south
Lebanon while senior
army officers were in-
strumental in effecting a
cease fire between UN-
IFIL and Maj. Saad Had-
dad's Christian militia.

Tehiya Party Leaders Warn
U.S. Policy Endangers Israel

NEW YORK (JTA) —
Three leaders of the
nationalist Tehiya Party in
Israel launched a three-
week campaign in the
United States to explain to
American Jewry and others
in the United States that "it
is much better to have a con-
frontation with the (Carter)
Administration today than
have war (in the Mideast)
tomorrow."
-At a press conference here
last week, three leaders of
the party, MKs Moshe
Shamir and Geula Cohen,
and Rabbi Eliezer
Waldman, head of the Nir
Yeshiva in Kiryat Arba
near Hebron, said that they
undertook this campaign to
alert American public opin-
ion to the dangers of the
U.S. policy toward Israel.
"The Administration poi-
-icy is weakening Israel and
threatening its security,"
Shamir and Cohen charged.
The three leaders said that
along with the head of
Tehiya, Prof. Yuval
Ne'eman, they will address
Jewish groups across the
country, meet with Jewish
leaders and U.S. officials in
Washington, and hold in-
terviews with the media:
"We are here to tell the
truth about the Jewish
settlements and their im-
portance to Israel's exist-
ence; we are here to tell
the truth about the peace

treaty (with Egypt),
which is actually a with-
drawal treaty; we are
here to tell the truth
about (President Anwar)
Sadat (of Egypt) who is
regarded as an angel of
peace but in reality gave
nothing and received ev-
erything," Cohen de-
clared.
Shamir and Cohen also
harshly criticized Premier
Menahem Begin, whose up-
coming visit to Washington
coincides with Tehiya's U.S.
campaign, charging that
"Begin gave too much" to
accommodate Sadat's de-
mands. "Our position is: no
more concessions," Cohen
said.
Waldman said that
Tehiya represents the
majority of Israelis who be-
lieve that the peace treaty
with Egypt is only weaken-
ing Israel. He said Israel
must "regain its indepen-
dence" as a Jewish state and
determine its own future.
In response to a question,
Shamir said Tehiya's mis-
sion here is financed by
supporters of Tehiya in the
United States. The party
was formed some six
months ago after Shamir
and Cohen left Likud and
formed their own movement
which attracted many of
those who objected to the
Camp David agreements
and Begin's autonomy plan.

troops in the area of Tiri and
Tibnin villages. One
militiaman and one Fijian
soldier were killed in ex-
changes of small arms and
artillery fire. Israeli officers
intervened after UN Secre-

tary General Kurt Wal-
dheim appealed to Premier
Menahem Begin to help re-
store peace in the region.
The Israeli army has
opened an investigation
into the April 7 terrorist at-
tack on Misgav Am.
