Israeli Hospital
Looks for Funds
NEW YORK — A $12
million fundraising drive to
meet the increased finan-
cial needs of Shaare Zedek
Medical Center in
Jerusalem for fiscal year
1980, was announced by
Charles Bendheim,
president of the hospital's
American Committee.
"The unparalleled Israeli
inflation rate of 110 percent
has placed enormous strain
on the hospital's resources
and has compelled the
American Committee to re-
vise our target goals to
ensure the continued high
quality of our medical serv-
ices for the people of
Jerusalem," Bendheim
said.

Jerusalem is not a city to be
divided again. Jerusalem is
the undivided Jewish capi-
tal of the Jewish state of Is-
rael."
Kedar warned that Is-
rael is facing a very cru-
cial time as May 26 ap-
proaches. He pointed out
that May 26 is a "target
date — not a mandatory
date" — for Israel and
Egypt to reach agree-
ment on the Palestinian
autonomy talks.
As that date nears, he
said, pressure builds up for
Israel to make further con-
cessions. Despite these
pressures, Kedar indicated
that he was cautiously op-
timistic about the au-
tonomy talks.

(AACI) stressed the impor-
tance of developing Galilee
in a resolution adopted at
the closing session of its
22nd convention last week.
The 300 delegates,,who
elected Morton Skidelsky, a
41-year-old former resident
of Chicago, president of the
AACI for a two-year term,
succeeding Esther Zackler,
called on the government to
recognize that the settle-
ment of Galilee is as impor-
tant as settlement
elsewhere and to do every-
thing in its power to aid and
encourage such settlement.
The resolution repre-
sented a compromise
reached in the ongoing con-
troversy over the govern-
ment's preoccupation with
settlements on the West
Bank. Many delegates had
wanted the AACI to express
dissatisfaction with settle-
ments in the Judea and
Samaria regions at the ex-
pense of Galilee. The selec-
tion of Maalot near the
Lebanese border as their
convention site was a
pointed reminder to the
government of the impor-
tance American and Cana-
dian immigrants attach to
the region and their desire
to __attract other North
American immigrants to
Galilee.
U.S. Ambhssador Samuel
Lewis, who came to Maalot
to greet the convention,
spoke in that spirit when he
extolled the natural beauty
of Galilee and declared that
no foreign friend of Israel is
more in favor of settlement
in Galilee than he was.
Lewis' remarks were
taken by some delegates as
an oblique reiteration of
U.S. policy against settle-
ments on the West Bank.
The Canadian ambas-
sador, Joseph Stanford, also
greeted the convention.
Other resolutions called
for an end to discrimination
in housing against single
persons, encouraging aliya
and easing the absorption
process for new immigrants.

NEW YORK (JTA) — Is-
rael Consul General Paul
Kedar told 500 Israel Bond
leaders from the Greater
New York area Sunday at
their annual inaugural con-
ference at the Waldorf-
Astoria that "Israel will not
endanger its security and
survival by giving up our
right to establish settle-
ments in Judea, Samaria
and Gaza."
Furthermore, he stated,
in apparent reference to the
March 1 Security Council
resolution which included
Jerusalem in "the occupied
Arab territories," that
"Jerusalem is not just an-
