Ball Continues His
Anti-Israel Stance

The prolific George W.
Ball, an inveterate critic of
Israel, captured a Washing-
ton Post headline for an ar-
ticle in which he airily con-
tended that President Car-
ter should have "ignored
Henry Kissinger's secret
late-night promise that the
United States would not
negotiate with or recognize
the PLO." It was "gro-
tesquely inappropriate for a
great power to give a tiny
nation a veto on its diploma-
tic freedom of action," Ball
said.
Our government offered
Israel many assurances
over the years, but these
proved ephemeral in times
of crisis for, it was argued,
they were unilateral and
did not involve reciprocal
commitments by Israel.
But the promise to oppose
alterations of Resolutions
242 and 338 and to deny
recognition to the PLO un-
less it acknowledged Is-
rael's right to exist was not
a secret Kissinger whim. It
was published in September
1975 when Israel pulled
back in the interim agree-
ment with Egypt and reaf-
firmed at Camp David last
year. In short, it is an in-
violable contract.
America's credibility
would vanish globally if
it were to accede to Ball's
irresponsible diplomatic
heresy.
Ball has a long record of
partisanship. In 1965, as
undersecretary of state, he
prevailed upon a reluctant
Congress not to insist on
slashing economic aid to
Egypt's President Nasser.
He later led administration
opposition to legislation to
challenge the Arab boycott.
In 1974, Ball called for an
imposed Arab-Israeli set-
tlement guaranteed by the
great powers. He criticized

macy and the exclusion of
the Russians from the
negotiations. •
Late in 1975, he attacked
the Egyptian-Israeli
interim agreement. He
wanted the United States to
move with the-Soviets and
the Europeans to win a mul-
tilateral settlement, con-
tending that Sadat's influ-
ence would be weakened by
a "sell-out" to the Israelis.
His 1976 book, "Diplo-
macy For A Crowded
World," castigated Kis-
singer's policies, which
gave rise to the impres-
sion that Ball hoped to
succeed him as secretary
of state.
In a 1977 article, "How to
Save Israel in Spite of Her-
self," he proposed a PLO
state and urged U.S. eco-
nomic and military sanc-
tions to force Israel to
capitulate. Critics asked
what leverage Washington
had to force the Arab states
to go along.
In 1978, he defended the
sale of F-15s to Saudi
Arabia lest we impair the
prospect of peace (But did
the sale enhance it?)
In his concluSion, Ball
beat the oil drums, reveal-
ing his motivation: By the
Camp David accords, we are
in danger of alienating
those Arab nations ... that
supply one-third of the free
world's oil."
Israel Bonds Will Honor
Sam Rothberg at Dinner
NEW YORK — Sam
Rothberg will be honored
for a lifetime of service to
Israel at an international
tribute in Washington on --
Nov. 18, under the auspices
of the Israel Bond Organiza-
tion, it was announced by
Robert H. Smith, Washing-
ton community leader and
real estate developer, who
will serve as chairman of
the event.
Minister
Prime
Menahem Begin will ad-
dress the dinner in honor of
Rothberg, Smith said.
Rothberg will receive the
first Golda Meir Leadership
Award. The award,
authorized by the family of
the late Prime Minister of
Israel, is to be presented
annually to a national
Jewish leader "who has dis-
tinguished himself in prom-
oting Israel's economic and
social progress."
A principal founder of the

Israel Bond Organization,
Rothberg has been a key
figure in the growth of the
program which has pro-
duced more than $4.5 bil-
lion for Israel's economic
development since 1951.
Sadat's Strategy
TEL AVIV (ZINS) — The
Israeli newspaper Maariv
claims that Egyptian
President Anwar Sadat has
asked African nations to
withhold recognition of Is-
rael.
The Maariv story said
Sadat hopes to use the polit-
ical recognition issue to his
advantage in the Middle
East peace negotiations.
Before the Yom Kippur
War of 1973, Israel had dip-
lomatic relations with 22
African states. Nineteen
broke relations with Israel.
Despite the break, Israel
still has advisers and proj-
ects in 12 African countries.
